Cllr Jansen reported there was another fatal incident at the Camp and Spine Road intersection. Comments was received from the line official who suggested implementation of signage etc. As Ward Cllr he has also written an email to Timm de Villiers and is of the opinion that there is a need for a traffic signalling

23SUB7/10/2019: Cllr Jansen reported a response has been received from the line department. The request for traffic signalling will be reassessed. He adds road signage / markings has been recommended. However, the signage tender is not in place yet and the recommendations will be implemented once the tender is in place. He has also requested a speed camera for this intersection which the department will investigate.

23SUB7/7/2020: Director Solomons Johannes reported that a request will be submitted to the line department to review the outcome of the assessment.

23SUB7/8/2020: Director Bosman advised that correspondence pertaining to traffic calming measures were sent to the chairperson. She advised that what she discovered is that the traffic calming measures which are prominent in the SC23 area does not have a funding model for implementation and the item will only be tabled for noting. She explained that the requests should include whether the request is close to a school or public entity then the Subcouncil could request that the department implement the request. She further stated that there should be a proven track record of accidents for this road which the traffic calming policy specifically highlights. Cllr Jansen responded that the request was not supported but advised that there are 2 schools and 3 Informal Settlements along the road. The recommendation from SC is for a pedestrian traffic signal and Cllr Jansen requested clarity on the future plans for the Strandfontein dual carraige way. Laurent Herman advised that he will submit the query to his colleague Tony Vieira to respond. Cllr Jansen commented that a traffic signal should be erected in this road should there be any plans for a dual carriage way. He requested that Tony Vieira be invited to the next Activity Day meeting.

Thanks for your mail.
We agreed to get the new consultants to redo the counts as it is likely the previous counts were done last year when travel patterns were not entirely normal. The school are in Strandfontein and there are learners crossing the road.
However, we cannot make a decision without proper motivation, etc. We need to be able to validate why we are spending more than R500K on a pedestrian crossing at this location and for what number of pedestrian.
Due to the consultant tender dispute, we anticipate an appointment in July but don’t hold me to that as these disputes can drag on.

Dear Tim,
This is the reason why we need the traffic signalling at Birkenhead and Spine to avoid this.
The issue there is people coming into Spine do not get a chance to do so safely.
After waiting too long they take a gap and that is when accidents often happen.
