Apologies for the delay in response.
Brief background:
The development of this site has been the subject of discussions of several years. We were approached by a donor who wished to implement various activities on the premises. From the onset of these discussions the department was clear that the Study Street site is identified as a future
community park and that any future development proposals would need to generally align with that vision. The (then) donor had a very specific vision for the space and included very specialised uses some of which included urban agriculture. The department subsequently (after various discussions) circulated a proposal to lease the space. The circulation documentation included the proposals submitted by the donor. On the 9
th of September 2021, the applicant was emailed a letter of consent indicating the departments support to the proposal subject to various conditions. It is important to note that the requirements/conditions that came out of the internal circulation process were flagged as possibilities long before the circulation took place. It seems the donor may not have been accepting of the conditions, as no further correspondence was received.
Community Parks are generally defined as follow:
Larger landscaped park spaces with informal and formal recreational facilities – generally multifunctional and serving several surrounding local communities or suburbs. Situated in a busy public environment with close proximity to institutions such as Schools, Libraries, Community Halls, Sports Complexes and other Public Facilities. Community parks generally cater for a variety of age groups and diverse activities (outdoor sports facilities, children’s play for different ages and informal recreation pursuits. May host programmes and events. These parks are provided with high quality infrastructure and recreation areas may include active and passive play areas. These spaces are typically larger than 1ha. Note that economic activities are not prohibited at a community park. The space is not considered suitable to function as a Regional/District Park. It should be noted that sites in Sandown have been reserved by (then) Sport and Recreation to develop a Regional Sporting Facility, which will also require the inclusion of a another community park.
Given the above, this office maintains that the space should be developed a community park. The development of the space should, however, be reconsidered as the proposals submitted by the donor do not entirely align with the mandate of the department. Given the extent of the space and high costs associated with the development of a community park, this office suggests that, once a development concept is available, implementation take place in a phased manner.

Page 64 – Motion Of Exigency: Study Street District Park The Subcouncil manager reported that a meeting was held with the Parks Department on 29 August 2023. Mr Strydom indicated that the proposed Study Park development was proposed years ago. The Parks Department first needs to establish whether the park meets the criteria for being classified as a district park. Once this is established, the proposed project will be considered. However, the implementation of the project is dependent on funding allocation. Consideration was given to the request for fencing off the property. However, this is also dependent on funds and at this stage no allocation has been made. The fence would form part of the development of the park, should it be implemented. It was resolved that:
Fence would form part of the project of implementing the park proposal (no budget allocation)
Parks department to investigate the feasibility of categorizing Study Park as a district park and whether the park meets the criteria which would include: size of the community, infrastructure development in the area, uses of the Space, surrounding City facilities, amongst other.
Parks Department to provide feedback to the Subcouncil in the 2nd week of September.
No feedback received as yet, follow up has been done. The Chairperson emphasized that the department needs to give feedback as it has been three weeks. The Subcouncil manager said that there were no plans to develop this park from the department’s side. And there was no budget allocated for the park. She further emphasized that should this park be classified as a district park, then it will have a proposed allocated budget to it and fencing it off will form part of those funds. This is a follow up on the Study Park feedback that is required as per meeting held on 29 August 2023, feedback is due 2
nd week in September 2023.
