11SUB 16/7/2020 HANOVER PARK HOUSING PROJECT
 
Mr Williams informed the members that the report aims to provide an account of the progress made on the proposed Hanover Park Infill Project. The proposed Hanover Park Housing project will provide formal housing opportunities on various vacant land parcels to the greater Hanover Park community. The project is currently in the Planning and Design Phase
 
After conclusion of the cost investigation a meeting was convened with the Mayor on 3 February 2020 where the outcome of the investigation was discussed amongst other factors such as funding constraints, lack of maintenance ability, low rental collections/payments and lack of facility management institutions. The Mayor then instructed the officials to revise the layouts and densify the sites for double storey BNG units only. No CRU units would be developed in the project.
 
The layouts have now been revised and submitted to Parks and Recreation and Urban Planning for comments. The total potential yield currently stands at 712 housing units – subject to comments for the aforementioned departments.
 
The project will be implemented in 2 Phases: Ph1 – 391 units - The current project will therefore deliver 391 units and the 3 sites comprising this phase are already zoned as Residential.  This phase will include all civil, electrical and the construction of double storey housing units to the 391 sites.
 
Ph2 – 321 units - The three (3) sites comprising this phase are zoned as Public Open Space (POS) and will require rezoning applications and environmental approvals and currently in progress.
 
The immediate strategy is the implementation of the three (3) sites with the necessary zoning for housing. This will be followed by the approvals of the remaining three sites for development at a later date.
 
Beneficiary Community
 
The potential beneficiaries will be drawn from the greater Hanover Park community and backyarders that qualify for a housing subsidy. The allocation will be in terms of the City of Cape Town Allocation Policy.
 
Project Steering Committee (PSC)
 
The establishment of the Project Steering Committee (PSC) was incorporated within the existing MURP committee that has been established for the Hanover Park area. This committee already constituted membership of all civic and municipal structures.
 
The City is in the process of procuring the services of a Social Facilitator to manage the establishment of the PSC.
 
Project Programme
 
The immediate deliverable is the approval, by the PSC, of the revised layouts.
