Road closures: State of the Nation Address

City announces road closures for the State of the Nation Address

The event will once again take place at the City Hall.Traffic flow in and around the CBD will be affected by road closures before, during and after the event. Some of these closures will be in place from the 7 February until 28 February 2026. Available parking space in some areas will also be affected.Although signage will be installed in the affected areas, motorists are requested to please familiarise themselves with the list of road closures and plan their routes accordingly.A list of road closures can be accessed <a href="https://bit.ly/4qiZGve">here</a>.Motorists are requested to:<ul><li>Limit non-essential travel in the CBD area over the period in question</li><li>Factor in additional travelling time if they must move in/out or around the CBD and surrounds, as traffic volumes will likely be elevated</li><li>Plan routes accordingly </li><li>Keep intersections free between light changes as blocking interchanges causes further delays</li><li>Be patient and courteous</li></ul>

The Events Permit Office has recorded an increase in the number of late permit applications in each of the last three financial years. Additionally, the City has noted a growing trend of organisers submitting incomplete or late applications shortly before planned event dates. <figure class="subtopic-fullsize-img"> <img class="responsive" src="https://resource.capetown.gov.za/cityassets/Media%20Images%202/AA%20Event%20late%20application%206226.jpeg" alt="" /> </figure> The Events Permit Office processes between 1 700 and 2 000 permit applications annually. The increasing number of delayed submissions has significantly impacted the workload of City employees, leading to extended processing times and potential delays for all applicants. Additionally, this places pressure on multiple City departments, emergency services and regulatory processes, and ultimately risks public safety and negatively impacts surrounding communities.While our teams are committed to ensuring public safety and compliance through the permitting process, late applications will not be processed.The City’s Events By-Law clearly outline minimum submission timeframes based on event size and risk. These timelines are designed to ensure sufficient planning, coordination and compliance across City services.For guidance, organisers must submit applications (this includes all required documents and plans) within the following minimum timeframes:<ul><li>Small events (200 – 2 000 attendees): at least 15 working days before the event</li><li>Medium events (2 001 – 5 000 attendees): at least 20 working days before the event</li><li>Large events (5 001 – 10 000 attendees): at least 25 working days before the event</li><li>Very large events (10 001+ attendees): at least 60 working days, with three – six months preferred</li></ul>These timelines do not include additional approvals that may be required, such as land use planning approvals, which may require extended lead times. In addition, specific components may require separate minimum timeframes, including:<ul><li>Liquor licence applications: minimum 21 working days</li><li>Food vendor approvals and Certificates of Acceptability: minimum 15 working days</li><li>Noise exemption applications: minimum 15 working days</li><li>Land use planning approvals: minimum 60 working days </li></ul>Detailed information on requirements is available on the <a href="https://www.capetown.gov.za/City-Connect/Apply/Licences-and-permits/Filming-and-events/Apply-for-an-event-permit" target="_blank">City’s website</a>.Late applications limit the City’s ability to properly assess and manage the impact of events on surrounding communities. These require careful coordination across departments to ensure communities are protected from potential disruption and safety risks. Cape Town’s events calendar plays a critical role in job creation, tourism growth and economic development. The City’s permit processes ensure events are safe for attendees, minimise disruption to residents and businesses, and protect public infrastructure. Planned water supply maintenance for 7 to 12 February 2026

The City’s Water and Sanitation Directorate will be doing planned work in the identified areas, which will result in water supply disruption.

Maintenance work, including pipe and valve installations, repairs and replacements Residents are advised to store enough water in advance as a precautionary measure. Water should be stored in clean, sealed containers. This precaution does not guarantee all residents will have a water disruption, but it aims to ensure they are able to prepare in the event that it does occur. Planned maintenance work will result in water supply disruption to these areas: Cape Point side of Simon’s Town The City’s Water and Sanitation Directorate will temporarily shut off the water supply to the Cape Point side of Simon’s Town from 08:30 until 17:00 on Saturday, 7 February 2026. This will enable the maintenance team to safely install four fire hydrants and an air-valve along Plateau Road in Simon’s Town. The affected road and possibly surrounding roads will experience no water during this period. Lower part of Kommetjie The water supply will be temporarily shut off to the lower part of Kommetjie from 08:30 until 15:00 on Saturday, 7 February 2026. This will enable the maintenance team to safely replace a faulty 150mm diameter valve at the corner of Arum Road and Kirsten Road, Kommetjie. The affected roads and possibly surrounding roads will experience no water during this period. Mitchells Plain The water supply will be temporarily shut off to Mitchells Plain from 09:00 until 17:00 on Tuesday, 10 February 2026. This temporary shut-off will allow the maintenance team to do a further assessment in order to reduce the impact in preparation for the planned shut-off at a date to be determined. The work will enable important alterations to the 840mm diameter bulk distribution pipeline serving the area. Consumers in parts of Mitchells Plain may experience low water pressure or no water during these periods. Residents and businesses are kindly requested to store enough water in advance in clean sealed containers for domestic use during this period. Part of Hanover Park, Lansdowne, Newfields, Athlone Industria and Pinati Estate The water supply will be temporarily shut off along Govan Mbeki Drive between Jan Smuts Drive and Heinz Road from 09:00 until 18:00 on Tuesday, 10 February 2026. This will affect part of Hanover Park, Lansdowne, Newfields, Athlone Industria and Pinati Estate, who will experience low pressure to no water during this period. The whole of Springfield Road and all other roads leading off Springfield Road in Philippi will experience no water during this period. The shut-off will allow maintenance teams to safely do six connections to the newly installed 305mm diameter pipeline in Govan Mbeki Drive. Where possible, an alternate water supply will be rerouted. Residents and businesses are kindly requested to store enough water in advance in clean, sealed containers. Part of Noordhoek and Chapman’s Peak The water supply will be temporarily shut off to parts of Noordhoek and Chapman’s Peak from 09:00 until 17:00 on Wednesday, 11 February 2026. This will allow the maintenance team to safely connect a bulk water meter to the existing water supply infrastructure at the intersection of Noordhoek Main Road and Lakeshore Drive as part of the completion of the tie-in connection for the Lake Michelle Residential Estate. These areas will experience no water during this period. Forest Village and Electric City The water supply will be temporarily shut off to Forest Village and Electric City, from 12:00 until 24:00 on Thursday, 12 February 2026. This will allow maintenance teams to safely do a connection to the 250mm diameter water supply main at the corner Forest Drive and Senegal Street in Forest Village. These areas will experience no water during this period. Residents and businesses are kindly requested to store enough water in advance in clean, sealed containers for domestic use during this period. Planned fire hydrant servicing and replacements The City will be carrying out planned fire hydrant servicing and replacements in the streets listed below. During this time, water supply may be temporarily interrupted or water pressure may be reduced. Monday, 9 February 2026 6 Malen Street Grassy Park - 10:00 – 16:00 Tuesday, 10 February 2026 12 St Marks Road Llandudno - 10:00 – 16:00 44 Fishermans Bend Llandudno - 11:00 – 16:00 124 Klip Road Grassy Park - 10:00 – 16:00 74 Klip Road Grassy Park - 12:00 – 16:00 3rd Avenue Grassy Park - 10:00 – 16:00 8 St Charles Road Grassy Park - 12:00 – 16:00 This work forms part of the Water and Sanitation Directorate’s proactive infrastructure maintenance and upgrade programme, which ensures the future continuity of water supply by addressing the issue of unaccounted for water. Zero-pressure tests (ZPT) and conditional assessments will be done on the water supply network resulting in water supply disruptions in the following areas: Tuesday, 10 February 2026, from 10:00 until 16:00: Brackenfell, Brackenfell South, Protea Hoogte, Bracken Nature Reserve and Protea Village. Tuesday, 10 February 2026, from 09:00 until 16:00: High-lying area of Fish Hoek above Main Road. Zero-pressure testing and step-testing are part of the installation process for zone management infrastructure. Tests are done in advance to see if any unmapped inflows need to be considered before installing new infrastructure (such as pressure-reducing valves for pressure management). In these affected areas, some residents may experience low water pressure while some may have no water during the testing period. Unfortunately, it is not possible to predict which exact areas or streets will experience disruptions. Additional zone management investigations will be carried out to ensure that the existing infrastructure is operating effectively. Pressure fluctuations may be experienced, but every effort will be made to minimise the impact as far as possible. This work forms part of the City’s Water Demand Management Strategy. Managing water pressure more effectively reduces the possibility of pipe bursts and water wastage. The City sincerely regrets any inconvenience. What residents need to know about larger-scale planned water supply disruptions: 1. Careful consideration has been given to the planning of this work to ensure it is being done at a time that is least disruptive to the water supply. 2. All sites where water and sanitation repairs and upgrades are conducted are deemed to be construction sites and, as such, are off-limits to members of the public. 3. Sometimes the maintenance work can be more complex than anticipated, which means the work could take longer. 4. For a short period after the supply has been restored, the water may be discoloured or look milky. This is because of trapped air in the pipes.
