Philippi Opportunity Area Local Spatial Development Framework<span> <h2 class="sectHeading">About the POA LSDF</h2></span> <p> The POA is a well-located area situated in close proximity to the Philippi Horticultural Area (PHA), the Cape Town International Airport (CTIA), and key access routes, including the N2 and R300. </p><p>Although the area currently suffers from high levels of unemployment, low household income and high levels of crime, it also has a number of favourable attributes that present significant opportunities to unlock the socio-economic potential of the area. <br></p><h4>This includes, among others:<br></h4><ul><li>competitive economic sectors; </li><li>unique locational qualities ; and <br></li><li>substantial portions of vacant or underutilised publicly owned land. </li></ul><p>Council approved the <a href="https://resource.capetown.gov.za/documentcentre/Documents/City%20strategies%2c%20plans%20and%20frameworks/Philippi_Opportunity_Area_LSDF.pdf" target="_blank">POA LSDF</a> in December 2023. This LSDF outlines our long-term vision to stabilise and regenerate the area into a mixed use and safe urban node, with more economic and housing opportunities.</p><p>The LSDF also features a high-level implementation plan (a programme of projects) to guide the execution of these initiatives. </p><p>Implementation of the spatial concept is organised into three key priority zones, which contain clusters of project interventions towards realising the envisioned regeneration, including an infrastructure investment pipeline. Each priority zone contains proposals, aimed at more co-ordinated implementation and investment by the City and other public spheres and community partners. </p><h4>Key projects identified in this implementation plan include, among others:</h4><ul><li>the Philippi Market expansion and upgrades; </li><li>Sheffield Road upgrades; and </li><li>new mixed use high density housing on Terminus/Market Road.</li></ul><p>Work is already underway on a multitude of such initiatives.</p><p><a href="https://resource.capetown.gov.za/documentcentre/Documents/City%20strategies%2c%20plans%20and%20frameworks/Philippi_Opportunity_Area_LSDF.pdf" target="_blank">View the POA LSDF 2023</a>.</p><h2 class="sectHeading">POA Regeneration Framework, 2020</h2><p>The Regeneration Framework was a visioning exercise undertaken as a precursor to the LSDF.</p><p><a href="https://resource.capetown.gov.za/documentcentre/Documents/City%20strategies%2c%20plans%20and%20frameworks/Philippi_Opportunity_Area_Regeneration_Framework.pdf" target="_blank">View the Regeneration Framework, 2020</a>.<br></p><h2 class="sectHeading">POA Heritage Study, 2021</h2><p>This study investigates the history and heritage of the POA, identifies tangible and intangible heritage resources to celebrate, and aims to provide a basis for various place making initiatives that have been incorporated into the LSDF. </p><p> <a href="https://resource.capetown.gov.za/documentcentre/Documents/City%20research%20reports%20and%20review/Philippi_Heritage_Study_Report.pdf" target="_blank">View the POA Heritage Study, 2021</a>.<br></p><h2 class="sectHeading">POA Economic Strategy, 2021</h2><p>This strategy outlines the POA's economic development goals and objectives; strengths and weaknesses; and strategic interventions tied to specific, actionable activities with supporting targets as a basis for implementation.</p><p>Future economic development in the POA depends on the area's ability to transform into a viable and liveable environment and driving the existing township economy to greater levels of investment, innovation and job creation.<br></p><p><a href="https://resource.capetown.gov.za/documentcentre/Documents/City%20strategies%2c%20plans%20and%20frameworks/Philippi_Opportunity_Area_Economic_Strategy.pdf" target="_blank">View the POA Economic Strategy, 2021</a>.<br></p><h2 class="sectHeading">POA Housing Framework, 2022</h2><p>Sufficient affordable housing remains a key challenge in the POA.
