UNANIMOUSLY RESOLVED
That the number of request(s) received for traffic calming measures for the period February 2019 BE NOTED and technical assessments, where applicable BE APPROVED as follows:

WARD 105: Herta Erna Avenue, Vierlanden (TNDN2622)
That traffic calming measures NOT BE SUPPORTED for the reasons as stated below, however, a SITE VISIT be arranged with the relevant line departments to address concerns raised by the applicant, i.e.
-
Trimming of trees on municipal sidewalks, overgrowing the tar causing the narrowing of the road in several places
-
Position of the Pillar on the boundary of de Keur Estate
-
Traffic flows and heavy trucks utilising the road causing damage to road surfaces
-
Dangerous unsighted driving vz hazardous access to respective residential drive ways
-
Excessive traffic volumes from Koeberg Road caused by vehicular accessing onto Wellington Road
REASONS FOR NON-SUPPORT AS PROVIDED BY NOBESUTHU NYATI
“Based on the preliminary assessment, indicating that there are no schools or public facilities which may attract significant volumes of vulnerable pedestrian activity, traffic calming can therefore not be considered along this road.”

WARD 105: Slanghoek Road, (between Tierberg & Timbavati Street and between Drakensberg Close and Kogelberg Street, Welgevonden (TNDN2752)
The Subcouncil Manager, referring to the comment by the line department, alluded to a similar case, where an gated community had installed their own speed humps, not adhering to the City’s specifications, which resulted in the estate having to remove the illegal speed humps.
It was further stated that the 2 speed humps recommended in lieu of the previous policy resulted in the two speed humps being placed on the awaiting funds schedule awaiting ward funds.
Traffic calming now in line with the new policy adopted in 2016 no longer qualifies for traffic calming measures, howevershould a history of recent and serious incidents have occurred, then there may be scope for the Ward Councillor to consider ward funding, subject to the relevant policy criteria being adhered to.
The ward councillor indicated that due to a communal park in the vicinity he would support the implementation of traffic calming measures, subject to the mandate from the Body Corporate that the residents from the gated community would be funding such calming measures and implementation thereof be in accordance to the policy criteria.
2(a) That traffic calming measures along Slanghoek Slanghoek Road, (between Tierberg & Timbavati Street and between Drakensberg Close and Kogelberg Street, Welgevonden (TNDN2752) BE SUPPORTED, subject to the following:

Mandate being obtained from the Body Corporate to fund traffic calming measures within the Estate

Such traffic calming measures be implemented in accordance to the City’s Policy criteria
-
Maintenance iro city-owned streets within the estate to be maintained by the City.
