Resolution detail

RESOLVED unanimously by Subcouncil 2 that the renewal of the       application for the extension of liquor trading hours from 18:00 to 20:00 for Mondays to Saturdays for off-consumption premises by Avenue Liquors Kraaifontein (Reference No. 185062), 198-202 Horak Street, Peerless Park West, Ward 111: NOT BE SUPPORT for the following reasons:
 

1. The community’s objections to the previous decision were mitigated by an undertaking by the applicant to supervise and control patrons who purchased liquor from them and then drank and made a mess under the tree on the public open space in front of the building. The applicant undertook to clean the open space on a daily basis but did not do it;
2. During the previous licence period it became clear that the applicant was unable to address the impact of activities on the community;
3. The site is adjacent to residential erven and a public open space, and not located in a business node, therefore extended trading hours cannot be granted;
4. The immediate negatives of the activity in the residential area cannot be addressed and thus there is a real risk for a decline in property value in the immediate vicinity.
