UNANIMOUSLY RESOLVED
 
That the number of request(s) received for traffic calming measures for the period May 2019 BE NOTED and technical assessments BE APPROVED as follows:
 

  1. Ward 21:  Hebron / Soeteweide Streets, Amanda Glen (vicinity Gene Louw Primary School) (TNDN1017):  Request for raised pedestrian crossing and speed hump(s)
 
That it BE NOTED that transport (Siphele Mehlo) after evaluating the outcome of the site visit with the ward councillor, indicated that the item will be placed on the schools programme.  (Raised Pedestrian Crossing and Speed Hump on Hebron) and this was SUPPORTED by the Subcouncil.
 

 
  1. Ward 103:  Amandel Street, Amanda Glen, Durbanville (between Bethanie Street and Hebron Streets (TNDN 0098)
Request for traffic calming
 
That 1x Speed Hump along Amandel Street near Montesorri @ Home Aftercare BE APPROVED, such traffic calming being implemented by the Line Department as part of the schools programme.
 
  1. Ward 21:  Benurban Road, Valmary Park (TNDN 2424)
Request for speed limit signage and traffic calming measures
 
That 1x Speed Hump suitably positioned along Benurban and 1x Speed hump suitably positioned in Panorama Avenue with appropriate signage BE SUPPORTED and placed on the awaiting funds schedule.
 
  1. Ward 103:  Dolphin Street, Zoo Park, Kraaifontein (TNDN0098):  Requests for speed humps
 
That traffic calming along Dolphin Street, Zoo Park, Kraaifontein NOT BE SUPPORTED for the reasons as reflected below, but that appropriate road markings and a solid line along the bend BE SUPPORTED and implemented by the Line department.
 
REASONS FOR NON-SUPPORT AS REPORTED BY TRANSPORT
There are no public amenities in the form of schools, day-cares, developed play parks etc. Existing directly onto Dolphin Street to attract vulnerable pedestrian activity across the roadway, indicating that the potential for pedestrian/vehicle conflict along the roadway is considered low.
 
  1. Ward 105:  Durmonte Street, Durmonte, Durbanville (TE0763):  Requests for speed humps
 
That it BE NOTED that 4 speed humps were previously approved, with 3 speed humps implemented, the remainder speed hump to be placed on the awaiting funds schedule.
 
Note:In terms of the traffic calming policy no additional trafficcalming is warranted.
 

 
  1. Ward 103:  Mosselbank Road, Windsor Park, Kraaifontein (TNDN2548):  Requests for traffic calming measures
 
Correction : For the purposes of clarity : Annexure F referred to in the item referring to email liaison between Ald Fourie and Willie Liebenberg dated 26 April 2019 to investigate the placement of a raised intersection at Mosselbank / Robin intersection – outcome awaited, was referred to Siphelele Mehlo for investigation and dealt with correspondence re Mosselbank / Milton North, contents reading as follows :.
 
“I was informed by the ward councillor that we need to take the item to the Subcouncil to formally log the request. He indicated that raised intersection(s) at specific intersections might be the most preferred solution, but that he would await your formal response. The 1st raised intersection, which should be prioritised, especially with the proposed church (currently being constructed) on the erven as indicated on the map below.
 
Therefore kindly provide me with the following:
1.     Log Number
2.   Comment iro placement on schools programme (next financial year) as indicated by Nobesutho on 11 April 2019 (see extract of her email)
        This has not been investigated. The desktop assessment shows that there are no schools located along Mosselbank however it is in the close proximity to the school, which may have the potential for qualifying for traffic calming but will require further investigation. It must be noted that where remedial measures are recommended, these may only be considered in the immediate vicinity of the School and not along the entire length of the road.
3.     Comment iro the proposal of the ward councillor to consider a raised intersection at Robin Rd, Mosselbank, Camden Gate Close Intersection
4.     Comment on proposal of Willie Liebenberg (subjoined email)”
 
UNANIMOUSLY RESOLVED
 
That the matter BE PLACED on the Matters Receiving Attention schedule awaiting the outcome of an investigation from the line department (Siphelele Mehlo) as requested by the ward councillor relating to a raised intersection along Mosselbank Road / Robin Road before the Mosselbank / Milton North intersection and any other proposals to prevent speeding along this road.
 
  1. Ward 105:  Schoongezicht / Adderley / Mosselbank River Roads, Vierlanden (TNDN2427):  Requests for traffic calming measures, speed camera and 3-way stop conversion.
 
That it be noted that the Koeberg Road Arterial Management Plan was adopted by Subcouncil in April 2018 and will guide all future decisions on road infrastructure, opportunities and constraints along Koeberg Rd as recommended by Aurecon who undertook the study. In terms of this document the requested traffic calming measures can’t be supported.
That the request for a speed camera again BE FORWARDED to the CRC with a note to indicate that the Subcouncil supports the installation of a speed camera on this stretch of road where the rural becomes residential area.
 
FURTHER RESOLVED
 
  1. Ward 105:  Boland / De Keur:  Outcome of Traffic Survey
 
That the outcome of the study/assessment relating to traffic calming measures along Boland/De Keur BE OBTAINED and reported on at the next Subcouncil meeting.
 
  1. Subcouncil 7 :  Due process ito applications received via line departments
 
That the Line Department BE REQUESTED to follow due process on receipt of traffic calming applications directly from the public by referring these to the Subcouncil for processing
