RESOLVED
Subcouncil supports the recommendation:
That it is recommended that the motion submitted by Cllr G Peck be supported and that the Sub council approach the Transport Development Authority Department to investigate the development of 4 rows of parking bays on the area known as the Rose Garden, Main Road next to the SAPS Police Station, Somerset West.
Motivation: There is a need to increase the number of parking bays in and near the CBD. This area is used by persons who share transport to and from their employment and with the increased fuel price that more people will use car pool clubs and secondly patrons of the restaurants nearby will use this parking (currently they park on the sidewalks). Attached is the map of the area proposed.

Please note that I report to Hendrika Naude who is the Portfolio Manager: Urban Development Investment. Your query/request relates to the creation of transport infrastructure which will have to be managed and maintained by Transport as the asset owners. So the suggestion is that this issue should be registered with Henry du Plessis’ department since he is the acting Portfolio Manager: Integrated Transport with the view that he channel the task to the correct department/branch. It might also be necessary to elevate the matter for the attention of Vincent Botto as the asset owner of the land on which the parking is desired.

1. TDA will formalize the existing parking opposite SAPS , thus will be graded and formalized.
2. Dennis also said that a lot of City officials also use this for catching the bus in the morning.
3. The Rose garden will have to be rezoned, there will also have to be checked if this is heritage .
4. The rehabilitation of minor roads to take place as well as upgrade of other roads
5. Roauwhen will confirm with Property re Private road.
6. Melani will also be part of this as she will make part of the investigation and design of this parking area which will take at least 2/3 years.

Firstly, it is not my application. It is a request from the Cllr to investigate the building of a parking area on the Rose Garden.
Secondly, there is no plans at this stage, Dennis discussed it with Melani Ohlson’ s Public Infrastructure Department and they will be looking at a Parking facility to cater for the public as well as the
Park and ride bus users.
I think what is important is the fact that the request to have a parking area on the Rose Garden might be problematic in the Heritage sense. I think we should let the Cllr know of this and see
If he wants to further pursue the longer term parking area thought.
We will still be maintaining the existing gravel verge along Pastorie rd, which the park and ride users currently uses.

The park (POS) has been graded as a 3 C heritage resource because it has been a public open space for use by the community for a long time (more than 60 years).
At the moment I notice that there is informal parkin all along the park edge on Pastorie Road. I am assuming that you are enquiring whether this informal parking can be formalized? It seems that it will then fall within the boundaries of the park. If this is the case, a Notification of Intent (NID) application will have to be brought to Heritage Western Cape because the ‘character of the site’ may be changed (depending on the extent of the parking proposed) and it will trigger legislation as the property is larger than 5000m2 in extent.
If it can be motivated and if the formalized parking area is done with care to enhance the park, I am sure it will be considered.

As per our telephone conversation, I will like to enquire on whether the site at ERF please print screen below, this site belong to Recreation and Parks ( it’s an developed Open Space), Somerset west, should it be a Heritage asset what can be done on it, can Parking bay be done on the side of the Pastorie Rd, but not on the Park? The Park is called Pastroe Park ( Corner of Main Rd, Private Rd, and Pastorie Rd) I cannot not currently get the Erf number as there is something wrong with the system from my side
I would truly appreciate your assistance in this enquiry.

At a meeting held at Cllr Peck office at the Town Hall,
It was agreed that Parks Department will proceed with obtaining Heritage comments and Public Transport inputs on the request to utilise a portion of the Rose Garden as a parking area.
Mainly for people utilising the Bus service that stops and picks up there.
I have no feedback on the above. You can ask Parks for an update on this progress.
At the meeting we went on to agree that Roads department will in the meantime maintain the existing area along Pastorie Rd, which encroach a small portion onto the Rose Garden.
We have appointed a contractor to upgrade this area by installing kerbing along the road edge and overlaying and shaping the parking area with Base material to improve the surface and drainage.
Our upgrades should planned to be completed by end of June 2019.

Goodman Rorwana reported that feedback has been received on this item which is reflected on the agenda and that the official Roawhen Thomas of Transport Department is liaising with the Ward Cllr.
Cllr Peck responded and thanked the Department that they will be cleaning up the place in the month of June 2019. They will be fixing up the side of the road and making sure people can park decently especially when they get onto the bus to go to work in the morning. He needs more clarity on the 3 C heritage and what does it mean and also waiting on the Parks Department who will proceed with obtaining Heritage comments.

That the comments from the C3 heritage be forwarded to Cllr Peck so that he can interrogate them with Department as to the meaning of it.
To follow-up with the Departments as how far progress has been made as it is going very slow.

Cllr Peck reported that the parking has been fixed on the side of Pastorie Road and everything is looking good. He would like to have a meeting with the Parks and Roads Department in order to go to the Heritage Department as they have indicated that if the City would like to go ahead and if it falls within the boundaries of the park then they need to apply through the Heritage Western Cape as to what they want to do and compared to the character of the site and if it is more than 5000m2 then they need to apply for registration for approval. He will set up the meeting on site with Parks & Roads to explain exactly what he wants and draw up plans and submit it to Heritage. He said the park is not looking in a very good state at the moment.

Cllr Peck will arrange the site meeting with Parks & Roads Department to have a way forward on this matter.

Melani Ohlson needs to be pulled in as Public Transport Infrastructure falls under their Department and not Roads and Stormwater.
It was agreed that we will formalise/upgrade the side parking along Pastorie Rd, which we have done and are still trying maybe to surface as well.

Sipumelele Mbusi reported that he met on site with Roauwhen Thomas, Cllr Peck and Goodman Rorwana and that Cllr Peck indicated that he will remove this item and submit a new motion to the Subcouncil.
Cllr Peck responded and agreed that they met on site and found that on one side of the property is a private road and the plan put together can unfortunately not be executed to put in parking bays. Vuyolwethu Flepu of Parks Department will continue with the project to beautify the area by planting plants i.e. fynbos, and proteas rather than roses which is more appropriate for the area. In the interim he will remove this item and submit a new motion to ask Heritage Department to come up with a plan with Roads Department included as to what can be done as Roads already have ideas in mind to create a space for the buses to load passengers and to park.

That the item be REMOVED from the MRA’s as Cllr Peck will submit a new motion in the November 2020 meeting.
