UNANIMOUSLY RESOLVED That the number of request(s) received for traffic calming measures for the period June and July 2018 BE NOTED and technical assessments be approved as follows: (a) Ward 105: Herta Erna & Murray Streets, Schoongezicht (TNDN2085) (Repeat Request) – Request for speed humps NOT SUPPORTED Reason(s) for non-support as provided by TDA • In terms of the CoCT Traffic Calming Policy, traffic calming is not warranted as there are no public facilities in the vicinity of the intersection of Murray Street or Herta Erna Avenue that may attract pedestrians/ vulnerable road users. • Historical accident data of the intersection indicates that it is a Low to Medium risk for both motorists and pedestrians with little potential for conflict between the two. The intersection of Murray Street and Herta Erna Avenue is therefore not a critical road safety problem, and does not require an immediate road safety intervention. (b) Ward 103 – Thoroughbred / Basuto, Langeberg Heights (TNDN2173) - Request for Traffic Calming along Thoroughbred and road markings and signalling ito the narrow road and bend Traffic Calming NOT BE SUPPORTED, however the following BE RECOMMENDED Proposed sharp bend signage on both approaches to alert motorists of the approaching bend as traffic calming is not warranted on these two streets. c. Ward 21: Gillian Street, Eversdal – Repeat Request (TNDN1867) – Request for traffic calming measures NOT SUPPORTED Reason(s) for non-support as provided by TDA • The road in question is a class 5 residential which is designed to carry local residential traffic. • The road has the potential to be used as a rat-run for external traffic connecting Durbanville Avenue in the north and Old Oak Road in south, • The traffic calming policy does not provide support for remedial measures to address rat-running traffic, • While rat-running traffic is uncomfortable for local residents, this does not necessarily mean that a road is critically unsafe, and therefore further motivation is required in terms of pedestrian activity or accident potential, • All-way stops are spaced at approximately 250m intervals at strategic locations in the interest of traffic control and traffic safety, • Motorists ignoring stop controls is a behavioral issue which cannot not be prioritized in the traffic calming policy, • There are no schools or public facilities which may attract significant volumes of vulnerable pedestrian activity directly into the road and therefore traffic calming cannot be justified in terms of section 7(3) of the traffic calming policy, • It can be concluded that this is a reasonably low risk environment for vulnerable pedestrians. (d) Ward 105: Hibiscus Street, Durbanville – Various Repeat Requests received to date (TNDN0606) – Request for an additional speed hump and existing speed humps to be upgraded along Hibiscus Traffic Calming NOT BE SUPPORTED, however the following BE RECOMMENDED All-Way stop controls along Hibiscus & Ridge Road or Hibiscus and Bethen Streets. The funding source needs to identified in consultation with line department. (e) Ward 103: Vatican / Wildebees / Barcelona, Uitzicht – Repeat Request Request for a raised intersection at the 4-way stop NOT SUPPORTED. Reason(s) / comment on forward planning for non-support as provided by Integrated Transport Portfolio: • Manchester Street is to be extended and linked with the future Graanendal 4 development • Traffic volumes would therefore increase considerably at the intersection of Manchester and Vatican Streets. • One would expect that any decisions along Vatican Street would not only consider the intersections separately, but the road as a whole. • The benefits of mini circles serve as an example - it would be both a traffic calming measure as well as traffic control. • Traffic volumes would however determine whether this is advisable or not. (f) Ward 105: Radio Road, Mikpunt (TNDN1961) – Request for speed hump at cnr Radio and Bluegum Roads. NOT SUPPORTED Reason(s) for non-support as provided by TDA • Identified road is a gravel road, which does not qualify for traffic calming (speed humps). • It is anticipated that Klipheuwel Primary School (situated in Mikpunt) could be closed and relocated to Klipheuwel as the land use application is currently in progress. Should speed humps be erected on TDA’s school programme – it would be seen as fruitless expenditure • The Department must be alerted to their responsibility with the new school.
