UNANIMOUSLY RESOLVED that:
1.The application received from Winterbreeze Trading 159 t/a Gold Restaurant for a business licence for health and entertainment: Cinema or Theatre on erf 177279, 15 Bennett Street, Cape Town 8001, BE GRANTED subject to the following standard endorsements for this category of licence:
a)This business licence must be displayed prominently in a conspicuous place in or on the premises so as to be visible to patrons, the public and Council officials at all times
b)The premises must comply with the requirements of the Tobacco Products Control Act, Act 83 of 1993, at all times.
c)The Director: City Health reserves the right to call for any other requirements that may be deemed necessary.
d)The approval of this licence does not exempt the holder compliance with any other licences, conditions or statutory requirements.
e)The premises must comply with the requirements of the Western Cape Noise Control Regulations, P.N. 200 of 2013, at all times
f)The premises must comply with the fire requirements at all times.
g)Extra speakers and amplifiers are brought into the venue on special occasions must be pre-approved by the acoustic consultant.
h)The sound system, which is permanently installed, cannot be altered, removed and / or replaced without the pre-approval of the acoustic consultant.
i)Should there be a change of ownership, a new Noise Impact Assessment will be called for.
j)Any form of building alterations that are performed in a manner that would compromise the effectiveness of the soundproofing must be pre-approved by the acoustic consultant.
k)The sliding glass doors facing Bennet Street are to be kept closed as well as the entrance door leading into the restaurant area after 18:00 when the venue has any function and making use of amplified sounds.
l)The maximum sound pressure levels indoor are not to exceed 98Dba.
m)The installed sound system (processors, amplifiers and speakers) comprise of the following:
4 x Function One RM 15 bi-amped mid/high speakers
6 x Function One F88 double 8” speakers
4 x Function One F55 double 5” speakers
1 x Function One BR218 dual 18” sub bass speakers
2 x FFA4004 quad amplifier
2x FF6004
3x BSS BLU1001 Processor.
2.Authority be granted to the Head: Environment Health to sign and issue the necessary licence in (1) above.
