23SUB5/2/2019: Miss Meyer reported the following response was received:
DATE 2019-02-13
TO Subcouncil Manager: Sub Council 23
I refer to your request for traffic calming in Ottery Road. The City of Cape Town Traffic Calming Policy (CoCT) aims to protect the most vulnerable road users, where they occur in the largest numbers on a Class 4 Collector Street and/or Class 5 Local Street in a residential area in the vicinity of public facilities, with roads adjacent to and leading to schools being the primary focus of attention. This being the case, a systematic program is in place for the treatment of all educational facilities over the next few years as a priority, which will not permit Transport Network Development (TND) budget to be used for traffic calming measures at other locations.
Ottery Road is a Class 4 Rural Road, functioning as a Class 3 Road supporting the greater network, an emergency access route and public transport route, where mobility needs to be maintained. With reference to Traffic Calming Policy Directives, Section 7(1)(c): Physical traffic calming measures are not deemed appropriate on roads of this nature. The appropriate means of regulating driver’s speeds along this class of road is by effective law enforcement.
Yours Sincerely
Tim de Villiers
Senior Traffic Engineer: South Metro
