21/05/18: UNANIMOUSLY RESOLVED that: Subcouncil 16 notes: 1.1. That cycle lanes were installed across ward 115 as part of a drive to improve the numbers of non-motorised transport (NMT) users 1.2. That these lanes vary in terms of appearance with some painted and others not 1.3. That parking and driving in these lanes is not currently illegal in terms of existing legislation 1.4. That motorized vehicles regularly park and drive in these lanes posing a danger to cyclists and other NMT users 1.5. That traffic congestion is being exacerbated by illegal Parking in cycle lanes which results in “side friction” 1.6. That many of the green painted lanes, specifically those in Bree Street are in urgent need of general maintenance and re- painting Subcouncil 16 believes: 2.1 That the TDA Directorate and Safety and Social Directorate must urgently prioritise the amendment to the existing Parking By-Law (2010) and Traffic By-Law (2011) to effect legislation to deal with parking and driving in designated NMT lanes 2.2 That urgent work be undertaken to re-paint and maintain the faded and damaged NMT lanes in the Cape Town CBD 2.3 That a report and presentation on the progress regarding 2.1 and 2.2 be presented to Subcouncil 16 within three months. a)the Subcouncil supports the intervention required for enforcement in cycle lanes in ward 115 b)this motion be delivered to the executive director and MAYCO members for TDA and Safety and Social Services for urgent consideration.
