Mr Mongezi Mdena Project Co-Ordinator represented Grobler Basson. He informed the members that Pooke se Bos proposed housing development will provide 135 informal housing opportunities for those currently residing within the existing Pooke se Bos informal settlement. Currently the project is within the planning and design phase.
• The Project Steering Committee (PSC) has already been established and forms the basis of communication to the beneficiaries and relevant stakeholders.
• Next key milestones: Land Use approval: Objections received. Anticipated decision end of May 2018 however the decision will be subject to 21 day appeal period.
• Appoint Planning and Design consultants: Council approval of Section 33 process, tender 41C20176/18, anticipated decision date July 2018.
• Anticipated 6-12 months concluding planning and design.
Cllrs made the following comments:
• Cllr A Cassiem said it is very important to avoid unnecessary delays and involve the PSC and Community at start of the project.
• A3 Progress Timelines to be posted at the Church for community information in order to keep Rylands and Pooke se Bos community informed of developments in the project.
• Education of PSC about their roles is important.
• Cllr Antonio van der Rheede requested that the Department undertake an assessment of the current informal structures in the area to keep tabs on the project to avoid conflicts and potential influx of additional people. Housing and Law enforcement need to do a headcount and follow process and comply with the policy i.e. abide by the Housing list provision.
• Cllr A Cassiem informed the members that he notes influx of more informal residents to Pooke se Bos intending to settle in the area. Allegations of leaders selling plots need further engagement and investigation. He requested that 2 EPWP workers be employed to deal with the matter urgently. Cllr A Cassiem said that he requested Parks and Recreation to clear the site and level the grounds.
