Ward 48
Cllr Davids reported that he was concerned about the fencing in Lower College Road CPX.0010190-F1. He said as soon as the fence is installed, it disappeared. . He said that he was not sure if it was stolen or whether the contractor removed it.
Mr. Rigby: Head, District Roads & Storm Water Athlone (TDA) said that he would investigate the matter and will provide the Councillor with feedback.
Ward 49
Cllr R Adams reported on Ward 49 projects.
CPX.0006588-F1 Fencing Statice Heights – Contractors will be starting the end of February 2018.
CPX.0010154-F1 Landscaping, Bhunga Avenue – Cllr Adams said that the original agreement was to build plant boxes, however it was not conducive as the plant boxes are overgrown with weeds.
He was of the view that the R120 000 should be re-allocated. He suggested that the residents of Bhunga Avenue be consulted to determine alternative measures.
Ms. January: Manager, Recreation & Parks agreed and said that the specification of the project will be reconsidered and that a meeting will be scheduled to further the discussions.
Ald Cavanagh alerted Cllr Adams that an amount of R119 727 was committed for raised beds. Cllr Adams responded that the matter will be discussed with the Recreation and Parks.
CPX.0010186-F1 Radios: Neighbourhood Watches – Cllr Adams requested the administration request an update on the WA117/18 radios that was not delivered yet.
WPX.0009080 Youth Development & Sport Programmes – Cllr Adams said that the report indicated that an indigenous game was planned in April. He felt that it was not necessary and that this idea was not discussed with him. Regarding the youth camp and hike that is planned for March 2018, he said that he had concerns about camps as he is of the opinion that camps are not successful. He wanted to know who would be targeted and would schedule a meeting with Ms Carien Stegmann to discuss the matter.
Mr. Faeek Peck: Principal Facility Officer of Recreation & Parks informed Cllr Adams that a “Learn-to-Swim” Programme was planned but due to the water crisis the programme will have to be reconsidered.
Cllr March requested that they visit the space where the equipment was kept.
Cllr Adams commended Mr. Peck for the set-up of the Athlone Community Centre. He said different programmes were undertaken at the Centre. He recommended that the funding allocated to the swimming programme be re-allocated to the Community Centre.
WPX.0009316 Capacity building – Cllr Adams said that the savings would be utilised before the end of the financial year.
WPX.0009337 ECD Equipment – All the equipment will be delivered before end of February 2018.
WPX.0009375 Social Development Programmes – Social Development had very successful programmes on substance abuse and domestic violence. Cllr said that the participants will get together and share with the rest of the community.
CPX.0001866-F1 Laboratory Equipment – Mr. David Epstein, Head of Finance and Administration, Water & Sanitation reported that a tender was awarded and that they spent an additional R400 000 on equipment.
CPX.0001866-F1 Laboratory Extension he said the building was on track and that the roof structure would be completed by the end of February 2018.
C14.00035-F1 Upgrade of Athlone Stadium – Mr. Ashley Newman: Project Manager of Specialised Operations, Property Management reported that the Department’s budget is R6 million and that R795 000 was already committed for the installation of an Evacuation System. He said that the budget was increased by R1 million to procure water tanks and pressure pumps. He said that if the water pressure is not resolved as a matter of urgency, the Stadium would have to be closed for events.

Cllr Kleinschmidt reported that his capital projects were on track. His only concern was the Neighbourhood watch radios.
WPX.009335 ECD Equipment - was adjusted to a First Aid course and how to use a Fire Extinguisher. This was done by means of presentation to the participants.
WPX.0009358 Woman & Youth Day Programme – Cllr will set up a meeting with the relevant officials.
WPX.0009377 Social Development Programmes – On the 19 February 2018 a drug programme is planned.
Cllr said that he would set up a meeting request with all the project managers.
