Mr Thamsanqa Mkhuzangwe and Arbeda De Vries Trustee of Consol presented the Manenberg Waterfront Proposal. Strategic Objective • This proposal is to create a vibrant space that is utilised by the wider community incorporating a variety of activities which should be in line with the City’s vision: • To create an enabling environment for economic growth and job creation.” • As well as speaking to various aspects of the draft Manenberg Public Investment Framework document including: – Safe and secure – Connected and accessible – Diverse and vibrant – Stimulating and cohesive – Innovative and attractive – Active landscape The MCDT seeks to align itself with the Community Action Plan • Employed and architect to draft a layout • Possible spaces to be utilised • Only first phase Concept Aspects • The broader view of the Waterfront is to become an active node in Manenberg drawing people from near and far to interact in a safe environment during the daytime as well as after dark. • These basic activities are proposed to include: – Sports and recreation – Arts and crafts – Education – Small business and informal trading – Safety and security – Ad hoc facilities rental for functions Skateboard Park • Junior Training Academy • Youth Clinics Five-a-side Soccer • Small artificial turf soccer pitches • Amandla Edu Football Basketball Court • Basketball is an increasingly popular sport in South Africa especially among the youth • Opportunity for proper coaching and linking to official bodies • Western Cape Basketball Association • Western Cape Government MOD Centre Basketball Programme Coffee Shop • Freshly made sandwiches, soup, cakes and pies • The smells draw in people waiting for the bus at the terminus on Manenberg Avenue nearby – maybe a cappuccino on the way to work, or a lunch deal for commuters. • Baked products have been made by hands of ex-high risk youth – adding value to their community as they learn culinary skills. • Inside and outside seating space, softly lit, and decorated with reclaimed materials in a nod to eco-sustainability. • Local young people waiting on tables, performing on stage, or showing guests to their seats. Horse Riding Training School & Stables • The project was started by Nizaam Williams in 2013 • The participants are trained to: • Learn to develop a love, respect and empathy for horses. • Responsibility of caring out allocated task • Grooming • Discipline • How to care and use safety equipment • Blacksmith trade • Show horse riding and competition • Weekly check-ups by the Cart Horse Association Other Community Buildings • A Glass Blowing facility which will be used to teach the kids on how silica sand is transformed into glass as well as possibility of creating a small scale custom glass ware manufacturing store. • Tutoring and After School Studying facilities where learners could review their school work in a safe environment as well as being assisted in improving their knowledge in various subjects. • An ad hoc Movie Theatre could be set up to host regular entertainment for young and old as well as for the screening of educational materials and motivational talks. • A Youth Hub and Internet Café with free Wi-Fi could made available to be used for the purpose of socialising and catching up on the daily events in the news and in social media. • A link with the City for the use of their Mobile Library could link up with the above facilities to further educate and entertain the youngsters. Informal Business Hives • Informal Business Trading • Sustainability of the Waterfront • Stimulating the local economy • Modified containers • The informal trading link up to the Philippi Horticultural Area Community Farm Fresh Produce • Small plots could be made available to the immediate members of the community • to establish vegetable gardens which could be sold in the above mentioned informal trading hub. • Preference to residents living closest to the area, but this • Extended to keen individuals in the broader Manenberg Project Implementation • Project Manager • Community/City /Safety and Security Liaison • Public participation facilitator • Architectural/Quantity Surveyor detail planning • Fund raising • Tender processes • Construction management • Sourcing of skills development facilitators • Advertisement/placing/management of tenant space Request to City of Cape Town • City to lend support to the project in the form of3 • Servicing of the site • Electricity • Water • Sewerage • Strategic partnership • Official endorsement for the use of seeking donor funding • Assisting with planning approval • Assistance with consolidation and rezoning of erven • Grant funding as supplied by the City and other government departments • Assist with EPWP funding application Councillors made the following comments: • Cllr A van der Rheede welcomed the presentation and said that Consol had no engagement with the Hanover Park sister community to Manenberg community where the project is taking place. The Councillor further stated that by Law Consol should consult all communities in the catchment area of its operation. He said Consol is operating in the middle of three wards 45.46, 47 and cover Subcouncil 11 and Subcouncil 14. He further requested that Corporate Social Investment should feature in the overall project and all communities involved be engaged. • Cllr A Cassiem requested that proper fencing be erected. • Mrs De Vries said that there is still two vacant seats on the Trustees Committee that can filled by Councillors. • The Subcouncil Manager Ms Kayise Nombakuse said that there is still intense debate that need to take place and that she will be responsible to facilitate an engagement with the two Ward Councillors and other relevant stakeholders in order to iron out issues of concern and clarity.
