Marsha Heldsinger informed the Subcouncil members that Property Management undertook further to advertise the application to dispose of Erven 138783 and 138784 in the local newspaper, Athlone News on the 6 September 2017.
Ivan Anthony Manager MURP also advised via e-mail dated 16 August 2017 that these properties are not required by MURP.
She also said that further public participation was conducted to satisfy that opportunity to source comments from broader community was exercised.
Cllr A van der Rheede said Hanover Park is a MURP area and has the second largest number of rental stock in the City with one of the fewest recreation facilities and public open space. He said he cannot support the proposed granting of in-principle approval of sale of disposal of land- Erven 138783 and 138784.
Cllr A van der Rheede said that MURP do not speak for his Community and do not have the mandate. We do not sell land in Hanover Park, the community did a door to door drive and in line with the needs of the community green space, recreation parks were requested. Land should be disposed in line with the needs identified in Community Action Plan document.
Cllr Nqavashe said that the reality is that communities are dealing with the effects of apartheid spatial planning. Every piece of land is critical as the Subcouncil we need to create safe spaces for our communities. He suggested engagement and the rationale behind is that at disaster times land is required to safely decant community. Population figure is growing and there is no evacuation space for community in times of disaster, he said the demand is far beyond the availability of land.
The members requested that MURP facilitate a meeting to discuss the matter and send the Community Action Plan to Marsha Heldsinger.
• The Subcouncil unanimously recommended that Erven 138783 and 138784 Hanover Park in extent approximate 232m² and 232m² respectively NOT TO BE SOLD BY COMPETITION
• The Subcouncil RECOMMENDED that Erven 138783 and 138784 Hanover Park in extent approximate 232m² and 232m² respectively BE DISPOSED FOR NEEDS IDENTIFIED by the community in line with Hanover Park Community Action Plan. (CAP)
