18/06/18: UNANIMOUSLY RESOLVED to RECOMMEND that the lease of portion of public open space, being a portion of Erf 800 Vredehoek situated at Cambridge Street, Woodstock, shown hatched and lettered ABCDEFGHJK on the sketch STC 2989 marked annexure A, attached to the report in extent approximately 329m², to Young Mens Own – St Lukes Association Football Club, or its successors in title, BE APPROVED subject to inter alia the following conditions that: a)A tariff rental of R835,96 per annum excluding VAT of 15% where applicable, being R125,39 (in total – R961.35) be payable; b)The lease will endure for a period of ten years; c)The rental will be adjusted annually in terms of the rental tariff structure as approved by Council; d)The property be used for sporting and clubhouse purposes only; e)Subject to such further conditions to be imposed by the Director: Property Management in terms of her delegated authority; f)Subject to compliance with any other statutory requirements; g)No compensation will be payable for any improvement made to the property; h)All outstanding accounts with the City of Cape Town must be settled; i)The following additional condition be added: Any other organisations using the field must also have access to the club facility, including ablution facilities and changing rooms. 21/05/18: Email from Ms Amy Meyer d/d 7/05/18; "A new report is being drafted and will have to be signed off by our department. It will only reach subcouncil for the next meeting". 20/04/18: Mr Kolia advised a report will be tabled at the next Subcouncil meeting. Remains outstanding. 19/3/18: Remains outstanding. 19/02/18: Email from Mr Raafiq Kolia, d/d 12/02/18: As per the request from SC16 to include the fields as well as the parking area into the proposed lease area, we requested TOD branch requested on 23 January 2018 (this comment is still outstanding) as the proposed lease area now exceeds 5000 m². Targeting re-advertising this transaction for public comment for week 26 March 2018. 22/01/18: Email from Mr Raafiq Kolia, dated 19/1/18: “Update: During mid December 2017 we had a meeting with the applicant’s representative (Mr Carl Fester) where he indicated that he needed to liaise with the board on further instructions. Mr Mintin confirmed today that they want to formally proceed and requested the advertising fees. Our admin section will send the pro forma invoice for the advertising costs in order to take this matter forward.” Remains outstanding. 20/11/17: Email from Amy Meyer d/d 7/11/17: We have engaged with the applicant and they said they will lease the entire section. Our technical department is busy with the file. 16/10/17: UNANIMOUSLY RESOLVED that the lease of portion of public open space, being a portion of Erf 800 Vredehoek situated at Cambridge Street, Woodstock for sporting and clubhouse purposes: Young Men’s Own – St Luke’s Association Football Club BE DEFERRED to investigate the possibility of the said club leasing the entire facility.
