Mr Tasso Evangelinos and Gene Lorentz gave an in-depth presentation. See Addendum A.
Cllr Bryant stated that his motion was adopted four years ago. He thanked the CCID for all the hard word put into this project. If this works, this model then can be rolled-out to other public open spaces within the City.
It was pointed out that there is a legal question as to how the CCID can be mandated with the authority to manage Greenmarket Square and St Georges Mall, bearing in mind the Special Rating Areas By-Law.
Also, what is the impact in terms of the move of informal trading from Economic Development to Area Based Management and what is the City doing to help resolve issues?
In response, Mr Siswana said that the biggest impact is the delay caused by staff restructuring and the need for a legal opinion. There is also a financial concern. The Executive Director, Area Based Service Delivery and the Area North Mayco Member, Cllr Little, have been briefed in this regard.
UNANIMOUSLY RESOLVED that:
a)a legal opinion be obtained on how the CCID or a similar entity can be mandated with the authority to manage Greenmarket Square and St Georges Mall
b)a meeting be set up in November to address pertinent points with all stakeholders. Cllr Bryant be included in this and all future meetings.
