Mr Dimitri Georgeades briefed the meeting as follows: The Thomas Lightfoot Memorial is located in Lower Parliament Street adjacent to the flower sellers in a square called Trafalgar Place. The tender was advertised in May 17 and there was no response from the market. After doing some ground work to insure more interest, it was re-advertised on Friday, 13 October 2017. This is quite a difficult project; it requires a specific skills set. The upgrade was packaged with an Art and Interpretive sign project. Upgrade details: •Restoration of marble memorial itself •Do a tile mosaic art project under the concrete benches that surrounds it •Do two interpretive displays •The intention is to add class & neatness to the precinct. Tender process: •Advertised Friday, 13/10/17 & close on Saturday, 3/11/17 •On Monday, 23/10/17 a non-compulsory meeting for prospective bidders. Sequence of events: •Contractor to be on-site early next year for 18 months •Restoration of memorial itself – will be hoarded, scaffold and restored •A workshop with flower sellers to generate content for public art project, thereafter Interpretive display Our department is working with the flower sellers on the project, as they are intricately linked with Rev. Thomas Lightfoot. They claim ‘ownership’ of this memorial. Hoping to use this opportunity for the flower sellers to claim the space and sell from said space. The gate to be moved closer to the ablution block. The Environmental Resource Department does not have a budget to upgrade the rest of the space. However, a public lighting project is ideal and discussion will have to take place with other departments in this regard. Cllr Bryant thanked the department for the work done thus far and will set up a meeting to discuss the way forward
