RESOLVED That the following comments and inputs to line departments be considered when compiling the draft budget: Ward 2: Fencing at Parow Park Establishment of a park for play and gym equipment at Parow Park Ward 9: Upgrading of Flats in Ward 9 Upgrade of Sidewalks in Ward 9 Upgrade of Parks in Ward 9 Ward 10: Upgrade of CRU units in Ravensmead Maintenance of CRU units in Ravensmead Upgrade of Sewer Infrastructure in Ravensmead Upgrade of Roads in Belrail and Avondale Maintenance of Parks and Public Open Spaces in Ward 10 Ward 12: Upgrade of Water pipes Infrastructure in Ward 12 Upgrade of Sewer Infrastructure in Ward 12 Installation of CCTV cameras in Ward 12 Upgrade of Sidewalks in Ward 12 Construction of Infill BNG Housing in Ward 12 Construction of Social Housing in Ward 12 Ward 22: Upgrade of Chestnut Flats Upgrade of Sewer Infrastructure in Uitsig Tarring of concrete road, Disa Road, Uitsig Upgrade of Parks in Ward 22 That the Strategic Management Framework (SMF) core team assess the requests received against the current City strategy. That the Subcouncil Manager consult with Cllr B van der Merwe for Ward 3 inputs and to circulate the Budget Cycle Document to all councillors. Public lighting – The Safe City - High Priority Ensure all public streets have the new luminaire or even LED - The replacement of all outdated street lighting with the new Luminaire / LED type lighting, starting in Oakdale and then moving along through Oakdale North, Blommendal, Chrismar and La Rochelle to De La Haye in the areas of these suburbs where this is still required. Ensure all Public Parks are lit Ensure all Streets are lit Ensure all Public Open Spaces are lit 2. City Parks - The Well-run City and the Safe City - High Priority Ensure all POS have equipment Ensure all equipment is in working and serviceable condition Ensure proper maintenance has been done of POS / Sidewalks / Centre islands / Road reserves Ensure park benches are supplied Ensure those POS requiring fencing are fenced Ensure tree pruning is done and that all parks have trees Ensure all irrigation is serviceable Address moles and deal with the eradication of pests 3. Roads – The Safe, Caring and Well-run City - High Priority Ensure all potholes are reported and addressed within the agreed period Address roads that require resurfacing Traffic light at corner of Midmar and La Belle Maintenance of traffic signs and painted lines throughout the Ward Ensure Traffic calming along St Georges, Mabel and Avondale Streets in Oakdale Address all outstanding traffic calming requests Look at the traffic calming issues along Suikerbos Drive, especially midblock and at the OK Pedestrian Walkways along Suikerbos Drive between Aandblom Street and Harrod Drive. Meerlust Street Traffic Calming at Chere Botha and La Rochelle Primary Barnard Street traffic calming Ford Street Taxi issues – potential one-way system around the island for taxi’s Sidewalks in Oak Glen and Vredenberg The duelling of / installation of a centre island along Old Paarl Road in the vicinity of the Stikland Hospital from Hadley Street in a Westerly Direction to Bill Bezuidenhout Avenue, including the installation of formal kerbstones and pedestrian walkways on each side of the Road Fencing and lighting at corner Stellenberg and Old Paarl Roads and along Shirley Park at Voortrekker / Strand Road Address traffic congestion throughout the Ward by opening up the motorways to take traffic out of the residential areas and onto the freeways Access to the R300 Motorway from the Bottelary Road – complete the diamond – Northbound access was completed in 2017 Access to the R300 Motorway in a Northerly direction from Old Paarl Road – Southbound access was completed previously The widening of the N1 Motorway – 3 Year project began in 2017. Address the traffic calming along the Frans Conradie Route that meanders through the residential areas of Oakdale, and Blomtuin and later La Rochelle before duelling at Old Oak again. 4. Council Rental Stock – The Well-run City and the Safe City Ensure all vacant properties are filled Ensure regular maintenance of Council owned properties in Oakdale Ensure maintenance of Provincial and National Properties Drive new schools for school sites in Oakglen. Stikland Campus maintenance and vacancies, including the swimming pool 5. Traffic Services and Law Enforcement – The Safe city Regular taxi operations in major hot spot areas – Douglas Carr, Meerlust, Harrod, Old Paarl and Midmar Roads Rent-a-Cop reports and dealing with issues Speed enforcement in major hotspots – Mabel, Suikerbos, Old Paarl, Old Oak, La Belle Dealing with illegal trading and enforcing the law at trading bays Dealing with illegal building operations and building by-laws Dealing with illegal dumping Dealing with street people and overnighting and illegal structures – Hot spots – Old Paarl Road, Vredenberg along the Kuils River, under the Frans Conradie Bridge Prostitution and illegal liquor sales Attending the CPF meetings 6. Water & Reticulation Services – The Well-run City Ensure water network in Oakdale is delivered without incident Ensure immediate response to water emergencies Ensure that all account enquiries are dealt with as soon as possible to the satisfaction of the customer Something about continuous water savings promotions 7. Electricity Upgrades to local power grids are continued Proper responses to Power outages MURP Inputs - Mr Chris O'Connor (Ward 10) Top up (Opex ) funding would therefore be required for : • Top up Cleaning ( R 850,000 – possibly sourced via EPWP) • Additional Safety arrangements (R 850,000 – to focus on Facility Protection, Anti- vandalism and anti-social issues etc) • Support for NGOs who are working to address the homelessness challenges – focus on programmes Capex funding: the improve the lighting/security of areas other than Kruskal Avenue – e.g. Paint City site, Bellville CBD, etc
