A presentation was conducted at the Subcouncil meeting of 18 August 2017 and it was resolved that the presentation be noted but that a meeting be scheduled with the members of DCI to addresses certain concerns from the members of the Subcouncil. The project is done in collaboration with: • National Department of Human Settlements • Social Housing Regulatory Authority (SHRA) • The City of Cape Town and • PRASA/Metrorail DCICHS is the planners, implementers and manages the project PRASA development enablement and commitment agreement with PRASA of a 30-year lease with an option for a further 10 years. SHRA DCICHS has a conditional accredited Social Housing Institution Application for capital funding made to SHRA – currently in the process Grans available annual through the SHRA’s Social Housing Investment Programme (SHIP). SUBCOUNCIL MEMBERS CONCERNS • An article in the Northern News Goodwood/Parow on 16 November 2016 making reference to questions over PRASA Housing Project. • The name change of DCI Community Housing Services instead of DCI Holdings PTY Ltd. • Is DCICHS accredited as the article referred to “conditionally accredited” • Not sufficient Public Participation • Relationship between Community Upliftment Projects (CUP) and DCICHS Initial article’s content of 16 November 2017, did not address the scope/details of the Goodwood Social Housing Project. The article made reference to a multi-million-rand development, comprising social housing and retail space, that is planned for two PRASA owned erfs at Goodwood station. Furthermore, the article elaborated on the individuals involved. DCI Holdings PTY Ltd was established in 2003 and the owner of DCI Holdings is not Mr Calana. DCICHS was established in 2012. It must be noted that it is two different entities. DCICHS was one of many tenderers and was the only Tenderer who successfully complied with the submission of two million as a guarantee before accepting the contract – (2011). DCICHS is conditionally accredited in the Western Cape. After two to three years the status of DCICHS will change to being fully accredited. A copy of the Accreditation Certificate is attached. SHRA responsible for Social Housing Grant funding at a National level and Provincial Government is responsible for bulk services, infrastructure and all other grants such Urban Settlement Development Grant etc. A Partnership Agreement between COCT and DCICHS will be signed on 10 October 2017. A copy of the Partnership Agreement is attached. DCICHS do not have a work relationship with CUP. During rezoning process having various objects including CUP. Due to this DCICHS had a meeting with CUP explaining the details and scope of the project. It must be noted that the organisation CUP did not submit an objection against the rezoning process. The Objector was a member of CUP but has since resigned from the organisation. Insufficient Public Participation: to what extend was public participation emphasised and if so, how was it executed and who was the target market. Ward Councillor became aware of the project through community and other sources. A Ruyterwacht resident submitted an objection letter on 26 May 2017 for the following reasons: 1. No real and meaningful public participation took place. There were only two (2) visible A4 notices, which were obscure, at the subway fence placed at Goodwood Station and in the parking bay at Sakabula Flats next to the Pelican Circle. 2. The proposal is way over densified given the scale of the proposed development on that strip of land. 3. The traffic congestion which such a development will bring on the suburb especially at peak times. 4. The social housing proposal doesn’t specify GAP housing or affordability of the units. 5. The application will result in more crime in the area as the density will attract all types of bad elements which may impact negatively on the neighbouring properties. This has been verified with SAPS Goodwood and Elsies River on crime stats. 6. The development will impact on the biophysical environment taking into consideration wildlife and greenery in our suburb. 7. It is will fallacy that 1080 units with an average of one (1) car per flat unit wouldn’t impact on road congestion at all material times in that precinct. 8. The current proposal will have an adverse impact on the municipal services infrastructure as it will be overloaded which places further pressure on all council departments. RESPONSE: When the application for rezoning was submitted by DCICHS, the City of Cape Town is responsible for the public participation. DCICHS are excluded from the public participation process. The application for rezoning was submitted in December 2015. Six objections were received and was dealt with by the relevant City officials. Notices were on display at the footway bridge of the Railway Station and at the Sakabula Bridge. (Proof of notices available on request). Three means of advertising was applied. Notices was on display at the site in question, advertising in the local newspaper and letters address to the abutting owners of where the construction will take place. (LUPO process). Public has an expectation that residents in Ruyterwacht will be the preferred beneficiaries. A public information session will be scheduled with the Ruyterwacht community to provide details of the Goodwood Social Housing Project.

Cllr Janse van Rensburg reported that a meeting was held with the developer and it was confirmed that an agreement has been signed with the City of Cape Town. She said that the project is on track and the developer will be on-site in 2018. She also informed the meeting that the process to make application for the units as not opened and said all interested parties will be informed, once the process for applications starts.
Cllr Esau said that a public meeting will be scheduled with the community to provide informative feedback on the progress of the project. He requested that it be placed on record, that the developer will provide feedback at the prescribed public meeting and no organisation has delegated authority or has a mandate to recruit tenants on behalf of the developer.
