Resolution detail
A) That the recommendations as noted in the report and minutes attached marked ANNEXURES A, B, C, D, E AND F of Ward Committees 1, 4, 5, 70, 107 and 113 respectively, BE SUPPORTED by the Subcouncil.
B) That the Subcouncil Manager be TASKED with, where applicable, directing and/or referring the following items to the relevant departments for action/input/feedback due to the operational and/or policy implications of these matters.
C) That the actions of the Subcouncil Manager in forwarding the aforegoing to the relevant line departments directly after the Ward Committee meetings BE CONDONED.
D) RECOMMENDATIONS – WARD 1:

W4 03/06/17 ANNOUNCEMENTS BY CHAIRPERSON
Councillor Helen Carstens provided feedback to the Ward Committee Members emanating from the previous meeting of 12 April 2017:
• Community facilities – This has to be followed up with Mr Fourie to identify which areas are available and to confirm which sites are suitable and which are not for the requested community facility.
• Winter Storm Water Maintenance – all outstanding matters are being addressed by the Department.
• Maintenance schedules were requested from Line Departments throughout Ward 4.
• Education is a problem in Ward 4 but unfortunately this does not fall under the City of Cape Town’s mandate. Education is a mandate of the Western Cape Government and the matter was forwarded to the Department of Education.
• Safety and security issues in Ward 4 – The requested cameras will be funded from the Ward Allocation projects.
• Law Enforcement Officers - To be funded from the ward allocations budget in the future and spot lights have been requested.
• Milnerton Police Station – The issue regarding the police station was forwarded to Minister Plato’s office.
• Erf 12445 - The erf belongs to the City of Cape Town and although it is a large open space it has been divided into smaller sections.

RECOMMENDATIONS – WARD 70:
W70 05/06/17 5 YEAR PLAN OF WARD 70
Cllr Crous gave feedback on her meetings with the departments, Roads and Stormwater, Parks and Recreation and Cleaning Services, regarding the 5-year plan. She invited these officials to attend the meeting. Unfortunately, Mr Jan Fourie had to cancel due to an urgent meeting with the Mayor.
The input from residents on the 5-year plan revealed that 65% of all concerns are speed and traffic related.

Councillor Crous will meet with Darren Willenberg of Transport Department and the official of Traffic Department to discuss all these concerns she will give feedback at the next meeting.
Councillor Crous asked the Ward Committee members to start with awareness processes with regards to the following:
• An Article in the local newspapers
• Send out letters to the different communities.
RESOLVED TO RECOMMEND
That Councillor Crous will meet with Darren Willenberg of Transport Department and the officials of Traffic Department to discuss all these concerns and give feedback at the next meeting.

RECOMMENDATIONS – WARD 113
WC113 05/06/17 DISCUSSION OF PLANNING MATTERS IN WARD 113
The following Town Planning matters were briefly discussed by the Ward Committee.
1. Erf 19997: Shop 10B, Merlot Road – Motorcycle Repair Workshop.
2. Erf 22252: 4 Derby Road, Milnerton Ridge subdivision, 875m²
3. Erf 13203: 34 Raats Drive, Telecommunication base station.
4. Erf 3655: 139 Blaauwberg Road, Telecommunication base station.
5. Erf 28294: 4 Parklands Main Road, Telecommunication base station.
6. Erf 25910 and remainder erf 4869, 19A and 19 Pentz Drive, Rezoning to GB1 and parking 10m closer to the road.
Councillor McCarthy encouraged the Ward Committee members to participate in commenting on Town Planning applications. It was noted that as the Ward Councillor for Ward 113 Councillor McCarthy can address the Municipal Tribunal on planning matters when it appears on the agenda. Members of Community Based Organisations can also apply for an opportunity to address the Municipal Planning Tribunal should they want to object against any applications that is a cause of concern.
Councillor McCarthy suggested that Ms Fiona Ogle be invited to a future Combined Ward Committee meeting where the Municipal Planning By-Law can be discussed.
RESOLVED TO RECOMMEND
A) That the contents of the report be noted.
B) That Ms Fiona Ogle be invited to a combined Ward Committee meeting to discuss the Municipal Planning By-law to Ward Committee members.

WC113 08/06/17 MINI BUS TAXI’S AT POTSDAM ROBOT
The Chairperson afforded Mr Chris Potgieter the opportunity to introduce the contents on page 40 of the agenda.
The concerns of Mr Potgieter were noted and Councillor McCarthy committed to discuss the concerns with Inspector Desre Benadie from Traffic Services.
Councillor McCarthy suggested that the possibility of erecting a traffic camera be investigated at the Potsdam Road robot interchange which will assist with curbing the lawlessness of road users taking place at the said location.
RESOLVED TO RECOMMEND
That the Subcouncil Manager be tasked with investigating the possibility of erecting a traffic camera at the Potsdam Road robot interchange.
