UNANIMOUSLY RESOLVED that:
a. The application for City approvals in terms of the Development Management Scheme and departures, as set out in Annexure A, on Erf 4339, Remainder Erf 4347, Remainder 9745 and Erf 117665 Cape Town, BE APPROVED in terms of Section 98(b) of the City of Cape Town Municipal Planning By-Law 2015, in accordance with the plan indicated in Annexure D, subject to the conditions contained in the attached Annexure A.
b. The application for consolidation, as set out in Annexure A, on Erf 4339, Remainder Erf 4347, Remainder 9745 and Erf 117665 Cape Town, BE APPROVED in terms of Section 98(b) of the City of Cape Town Municipal Planning By-Law 2015, in accordance with the plan indicated in Annexure C, subject to the conditions contained in the attached Annexure A.
REASONS FOR DECISION
The MPT APPROVED the application for the reasons set out in the Planner’s Report and agreed to amend reason 7.1.8 as follows:
The introduction of residential units, including affordable housing units, to this part of the CBD will have a positive impact on the area.
Amend conditions:
2.2 Amend: The building (envelope and built form, use and unit size mix) shall be generally in accordance with the plans drawn by FWJK Architecture, Project # 1001_CD, all dated Sept 2017, drawing numbers 01-09-00-00, 01-09-01 – 45, all revision 13 (as indicated in the attached Annexure D), to satisfaction of the Director: Development Management.
2.3 Amend: A landscaping plan detailing the landscaping along Strand and Adderley Streets adjacent to the property, including public bicycle parking/lock-up facilities, shall be submitted as a Development Management application (Section 42(m) of the MPBL) prior to building plan submission to the satisfaction of the Director: Development Management (unless otherwise determined by the Director: DM).
2.4 Amend: The building shall contain a minimum of 20% affordable housing units of 30m2 or less as defined by the applicant (FLISP) on folio 3080 (Annexure L) of the case officer’s report. 20% of additional bulk requested by the developer must be set aside for affordable housing.
2.11 Add a condition 2.11.a: The site development plan as provided for in 2.2 shall include accommodation for bicycles and motorcycle parking inside the building.
