District Plans <h2 class="sectHeading">​​​​​​​​​​​About our District Plans</h2><p>The District Plans are medium term (10 year) plans that aim to guide spatial development processes and land use management within the district and are approved by the Council of City of Cape Town as policy.</p><p> <strong>The plans are informed by the city-wide </strong> <a href="https://www.capetown.gov.za/Work%20and%20business/Planning-portal/Spatial-Plans-and-Frameworks/Cape-Town-Spatial-Development-Framework"> <strong>Cape Town Spatial Development Framework</strong></a><strong> and aim to:</strong></p><ul><li>Provide direction to the desired nature and form of development in the district.</li><li>Assist in providing a guide to land use and environmental decision-making processes.</li><li>Provide a spatial informant to strategic public and private investment initiatives.</li><li>Inform the development of priorities for more detailed local area planning.</li></ul><p>They include an Integrated Environmental Management Framework (EMF) developed in terms of the <a href="https://www.gov.za/documents/national-environmental-management-act" target="_blank">National Environmental Management Act ('NEMA') <i class="icon link-external"></i></a>. Their approval corresponds with the withdrawal of several outdated structure plans and planning policies.</p><h2 class="sectHeading">​​​​​​​Table Bay District plan</h2><p>The Table Bay Spatial Plan identifies the spatial planning and infrastructural support needed to sustain economic growth and realise a more inclusive city:</p><ul><li>Improve the efficiency of the public transport system by developing a system of routes that support higher speed mobility as well as a feeder circulation as part of MyCiti.</li><li>Support commercial development and residential intensification, with a particular focus along the Voortrekker Road Corridor.</li><li>Promote mixed use development in the Foreshore, the Fringe, Langa and along the southern Main Road corridor.</li><li>Reinforce New Hanover Street as a linear spine of commercial/retail activity within the new District Six development.</li><li>Protect river corridors and mountain-to-sea linkages which provide habitat protection and recreational opportunities, while ensuring visual and physical access to the water’s edge.</li><li>Support the creation of a high-quality, multifunctional recreational area that forms part of an ecological system stretching from Table Bay to False Bay and facilitate the establishment of the Two Rivers Urban Metropolitan Park.</li><li>Promote a diversity of housing types in the area infrastructural support needed to sustain economic growth and realise a more inclusive city:</p><ul><li>Enabling convenient public transport access along the Atlantis corridor, developing the Parklands Main Road extension and planning for future rail services to Atlantis.</li><li>Intensify commercial activity and residential densification along transport routes. </li><li>Create a network of green spaces and corridors with the Blaauwberg Conservation Area and Rietvlei.</li><li>Protect sensitive coastal areas, conservation and agricultural areas.</li><li>Develop Silwerstroomstrand as a new mixed use coastal node.</li><li>Develop Table View beachfront as tourism destination</li><li>Promote Moravian settlements of Mamre and Pella.</li></ul><p>Read or download the <a Technical report​</a> </p><h2 class="sectHeading">​​​​​​​​​​Northern District Plan ​​​​​​​</h2><p>The Northern Spatial Plan identifies the spatial planning and infrastructural support needed to sustain economic growth and realise a more inclusive city:</p><ul><li>Enhance public transport through improvements to rail and bus rapid transit service, with special emphasis on the Kraaifontein north-east growth corridor.</li><li>Redevelop the SANRAL/City property along Mispel Road as a gateway and provide a long distance public transport facility.</li><li>Intensify commercial and residential activity along transport routes, while intensifying industrial development at Morgan Grounds and the Kraaifontein industrial area.</li><li>Expand the secondary boundary of Durbanville CBD to accommodate locally appropriate mixed use infill development.</li><li>Create a network of green spaces and corridors, and manage river corridors better.</li><li>Direct growth away from environmentally sensitive areas such as Tygerberg and Durbanville hills, Klipheuwel, etc.</li><li>Enhance significant landmarks such as nature reserves, historical settlements and widely-used public spaces.</li><li>Address imbalances in housing opportunities by developing land parcels that are well-suited to development such as Bloekombos and Scottsdene. </li></ul><p>Read or download the <a report</a></p><h2 class="sectHeading">​​​​​​​​​Tygerberg District Plan </h2><p>The Tygerberg Spatial Plan identifies the spatial planning and infrastructural support needed to sustain economic growth and realise a more inclusive city:</p><ul><li>Concentrate high intensity development and improved public transport along the Voortrekker Road Corridor, with a special focus on medium- to high-density housing.</li><li>Prioritise the development of the Blue Downs Rail Link to complete the circular railway network.</li><li>Promote non-motorised transport between public transport interchanges and major destinations such as Tyger Valley.</li><li>Promote commercial development along north-south development routes such as Durban, Modderdam and Symphony Way.</li><li>Reinforce the Cape Town International Airport (CTIA) precinct as a higher order commercial and industrial hub south of Voortrekker Road.</li><li>Protect and upgrade open space systems along Elsieskraal, Bottalery and Kuils rivers and upgrade parks such as Elizabeth Park and Nelson Mandela Peace Park.</li><li>Direct growth away from sensitive environmental and high potential agricultural areas.</li></ul><p>Read or to sustain economic growth and realise a more inclusive city:</p><ul><li>Reinforce the N2 as the main development corridor with particular priority given to non-motorised and public transport. </li><li>Support the establishment of a east-west link from Lansdowne Road in Khayelitsha to Somerset Mall triangle and Victoria Road.</li><li>Encourage commercial revitalisation along Main Road (through Somerset West CBD to Strand CBD) and Victoria Road.</li><li>Support the emerging major economic opportunity zone within Paardevlei area and Somerset West Triangle.</li><li>Protect the coastal environment by ensuring nodal development along the coast, while enhancing their tourism potential through better access and landscaping.</li><li>Protect valuable agricultural land by ensuring careful management of the land uses and appropriate interface with urban areas.</li><li>Raise the level of amenity of special cultural destination places such as Lourensford Estate, Vergelegen Estate and other winery estates along the Helderberg wine route.</li><li>Support infill development of undeveloped land parcels within the urban edge.</li> <br>Read or download the <a support needed to achieve sustainable economic growth and realise a more inclusive city:</p><ul><li>Integrate Khayelitsha, Mitchells Plain and Blue Downs by prioritising rail, road and non-motorised transport links.</li><li>Promote residential and commercial intensification along transport routes and in highly accessible locations.</li><li>Protect the Kuils River system and associated sensitive natural environments.</li><li>Retain a continuous natural link along the False Bay coastline, and between the coastal system and high priority biodiversity areas within the Denel area.</li><li>Promote and manage Driftsands and Wolfgat nature reserves and the Khayelitsha Wetlands Park as destination places.</li><li>Promote Monwabisi and Mnandi as special coastal places for residents and visitors Plan identifies the spatial planning and infrastructural support needed to sustain economic growth and realise a more inclusive city:</p><ul><li>Promote economic growth and residential intensification along Wetton-Lansdowne Road corridor on the back of enhanced public transport.</li><li>Improve east-west linkage via the R300 and Sheffield Road extension</li><li>Formally protect the False Bay Ecology Park and coastline as nature reserves, and ensure the careful management and protection of the Philippi Horticultural Area.</li><li>Supporting an interlinking network of parks, sport fields and green links for cycling and walking.</li><li>Development significant landmarks such as Strandfontein and Nantes Park.</li></ul><p>Read or download the <a economic growth and realise a more inclusive city:</p><ul><li>Promote the multi-layer movement network of the Main Road Corridor, focusing on commercial development and residential densification.</li><li>Retain planning for the proposed R300 extension and the South Road-Constantia Road link, the Hout Bay bypass and the upgrading of various roads, such as Kommetjie Road.</li><li>Protect and enhance river corridors, wetlands, estuaries and fynbos corridors which provide habitat protection and recreational opportunities and link various conservation areas.</li><li>Reinforce Wynberg as the civic heart of the district.</li><li>Provide new civic facilities within walking distance of settlements, such as Imizamo Yethu, Ocean View and Masiphumelele/Sunnydale.</li><li>Develop appropriate access points to the coast that can accommodate large numbers of people and associated recreational and economic activities.</li><li>Support a north-south Peninsula mountain chain link (both hiking and mountain bike links) and coastal links, especially between Muizenberg to Simons Town.</li></ul><p>Read or download the <a
