RESOLVED
FURTHER resolved to recommend that:

Subcouncil 4 requires the relevant departments as mentioned above to SUBMIT a report to the next meeting of the Subcouncil indicating a work program with timelines identifying each area of Uitsig to be inspected, month by month regarding Council-owned properties to establish:

If any stormwater pipes are being fed into the sewerage system.

If any manhole covers in either stormwater or sewerage, systems have impeded access. For example, a structure constructed over a manhole.

Thereafter a monthly progress report is SUBMITTED to Subcouncil on the inspections detailing the findings and including, where required with addresses and what remedial action is taken with timelines.

That a meeting BE ARRANGED between the Subcouncil members and Reticulation and Distribution Services to discuss the challenges and operations experienced.

That a report be submitted from the Public Housing department regarding the investigation of unauthorized structures erected on sewers, drains, and rodding eyes and that the outcome of further engagements with the Line Department be communicated to the Subcouncil accordingly.

a) that a proper assessment report be served at the next Subcouncil meeting scheduled for the 16th of November 2023 to get a broader understanding of the issues being experienced by the Department.
b) suggested that Mr Hlongwane be invited to attend the Activity Day to allow him to address the concerns raised by the Councillors.

The following eminates from item 04SUB 15/11/2023:
a) That the contents of the report be noted.
b) That Water and Sanitation department investigates the condition of the existing main sewer infrastructure pipelines outside of the property lines of the CRUs. These sewer pipelines are historic and may be of insufficient size diameter for the sewer load. These sewer pipelines may require upgrading or replacement as there are areas along the main sewer line where these main sewer line pipes have collapsed in the past.
c) In the short term, Public Housing Tenancy Management creates C3 notifications for those CRUs with missing or damaged gutters and/or downpipes, rodding eyes and inspection chamber covers. Once the C3 notifications are created the Upgrades and Maintenance branch team will do the necessary repair work including replacing missing components.
d) In the medium term, the Upgrades and Maintenance branch analyse all CRU C3 notifications for repeated sewer blockages so that these individual addresses can be inspected by plumbing teams to establish the cause of these repeated sewer blockages. Public Housing Tenancy Management would then create C3 notifications for those CRU units so that the Upgrades and Maintenance branch team can do the necessary repair work.
