The Subcouncil Manager introduced the report and asked the official to take the meeting through the presentation. Cllr Adams asked if Councillors have questions of clarity. Cllr Cassiem said that the approach and the presentation was comprehensive for the Athlone area. Also said that the Sustainable Development Goals (SDG) of the United Nation and SDG 11 in particular as they are compliant regarding that. He would like to know have they looked at climate change of City of Cape Town and being carbon neutral as in 2031 the population will be +- 5.1 million people in the City. He also said that a possible way on the carbon is to have more green spaces and the canals can assisting with the planting of trees. Ms. Van Zyl said that the carbon neutral approach to planning and resilience in the City is one of their main priorities and some of the proposals and criteria require looking of different approaches to City land in Athlone during the urban design. She further asked her colleague to elaborate of the Urban Design. Mr Meyer said that they had an in depth brief with the designers regarding the area around Dulcie September looking at incorporating proposed housing developments into the feasibility of the designs. He said that the canals in the City is not running all year and it is managed based on the efficiency to get it to the ocean. Cllr Adams said that there is no inclusion of the informal traders as they have at the Athlone CBD and enquired whether the space next to the library can be utilized as an Arts and Culture site with pictures of the history of the area. He also mentioned that they will also need to look into the issue of parking space when they are doingthe designs. He further said that there was a proposal that was submitted in the previous SC 17 next to Dulcie September to incorporate the area and build City of Cape Town offices and recreation facilities. Ms. Van Zyl said that they have consulted with the officials of informal trading regarding storage for the informal traders. Mr Tian said that one side will be lined with new housing and the other side can still be used for an informal area or playground for kids and adults of the area. Ms. Van Zyl said that they will have their final PMT meeting and submitting the proposal to PRASA on the 24th June 2022 and on the 29th June 2022, they will be submitting to Provincial and National Government. She said she would populate the report to the Subcouncil office towards the end of June. Cllr Cassiem proposed noting of the report seconded by Cllr Adams.
