The Chairperson introduced the report on Progressive Capital Expenditure: May 2022 and said that some of the officials are on leave and they sent their reports. Mr Daniels said that all the traffic-calming measures were implemented and the Neighbourhood Watch Project funds have been committed, delivery will be done in the week. Recreation and Parks Mr Cedras said in Ward 44 there is a balance of R 34 910 and he spoke with the Project Manager regarding the amount and was informed that it is for additional fencing and will revert to the Councillor and the Subcouncil Manager. Cllr Moses said that they are happy with the work that Mr Cedras and his team have done in his ward and would like to say thank you for the all work done. He further said that he would go on site to check if the fencing was done in Vangate Estate as they had a consultation with the community members for using the available balance. Cllr Cassiem said that he would like to know regarding the maintenance issue of the play equipment. Mr Cedras said that they were anticipating availability of the budget in the next financial and if they have available budget they will commit in the maintenance and repairs budget. He cannot confirm whether they will be able to accommodate the list of repairs. Cllr Cassiem considered allocating funding to erect a water pump irrigation system in the space inside the park. Mr Cedras said that they will check for costing and the departmental tender will be available in the new financial year around mid-July and Councillors please check before they allocate funding. Mr Cedras said that there is no movement at those parks and there was a problem with MURP funding and would like the Subcouncil Manager to get information from all the officials who were involved for the implementation of the park. Cllr Cassiem mentioned that there is a park that burnt down and the culprit was known in the community and nothing happened and would like to know if the Department does not have insurance were they can claim and redo the park. Mr. Cedras said that they can only claim for vandalism and their Finance Team does the claim. The insurance takes a while but he will investigate the matter. Ald Jacobs said that there is no movement at Merico Park and everything is broken and would like a site visit with officials.Social Development Mr. Magagula mentioned that all the projects that were allocated to their department will be 100% spent by the end of the financial year. Ald Jacobs said that the official did not communicate and she was not informed about the venue and details of the Disability event. Mr. Magagula said that he would confirm with his colleagues and revert back to Ald Jacobs before the end of business. Cllr Adams said that the department has to make sure that the monies are spent because officials end up spending not in line with the project scope or spending on things that are not adding value to the community. He also said that for the Women For Change Programme that the Councillors need to be informed when the project start date will be. It also need to mean something to the community so that when they finish with the project they should implement the knowledge they receive in the community. Mr. Magagula said the Women For Change Projects were partly funded by ward allocations and the project started very late because of recruitment, as they needed new employment, this is done through the randomization process as they could not take people that were previously employed. He also concurred with Cllr Adams and said that in most cases Councillors tend to ask for items that are not going to benefit the beneficiaries of the project. Cllr Joseph asked if it is possible to get the data of all the new EPWP applications on a monthly bases from the Subcouncil. Mr. Daniels said that this will be discussed in the meeting with the EPWP office regarding their policy development and their processes and that can be a conversation in the engagement. Cllr Moses said that there is a monthly EPWP report that is tabled in the Subcouncil Meeting Agenda with detailed information on projects that happened in all the wards. Cllr Cassiem said that the issue regarding which department the field belongs to between Recreation and Parks Department and the container that is there. Mr. Bidla said that they will schedule between Mr. Cedras and Human Settlements to resolve the issue outside the meeting and will inform the Subcouncil Manager. Cllr Moses requested Mr. Bidla to check the Gugulethu 7 Hall and NY 111 they need maintenance they do not have power. Mr. Bidla said that the building is not insured and he is using the departmental funding. Cllr Moses noted the report, seconded by Cllr Cassiem. There was unanimous agreement with the resolution.RESOLVED That the report on Progressive Capital Expenditure: May 2022 BE NOTED with comments from Councillors. Action: ANTHONY DANIELS
