Fairfield Estate homes will soon be receiving water from brand new pipes The City proactively replaces ageing sewer and water pipelines annually to maintain system integrity.<span><p style="text-align:justify;">This R4,6 million project is part of the R836,6 million allocated by the City's Water and Sanitation Directorate for infrastructure rehabilitation in the 2023/2024 financial year, under the Water and Sewer Pipe Replacement Programme. The City proactively replaces ageing sewer and water pipelines annually to maintain system integrity. Currently, old fibre cement water pipes, installed in the 1950s, are being replaced on Lawley Road, Berold Street, Leibro Street, and Fairfield South Street in Fairfield Estate. </p><p style="text-align:justify;">This work represents the second phase of upgrades in Fairfield Estate. The first phase, completed between January and April 2023, saw 1 800 metres of pipes replaced on Fairfield South, Gordon, Plein, Glenboig South, and Wendtlandt streets at R4,6 million. <br></p> <figure class="subtopic-fullsize-img"> <img src="https://resource.capetown.gov.za/cityassets/Media%20Images%202/1%20The%20water%20pipe%20replacement%20project%20in%20Fairfield%20Estate.jpg" class="responsive" alt="" style="width:1018px;" /> </figure></span><span><p style="text-align:justify;">Work on the current phase began in April and is scheduled to conclude in August 2024. The project employs the open-trench excavation method, replacing the old pipes with more durable and leak-resistant UPVC pipes. In recent times, there's been an increase in extreme weather warnings and episodes, like the lightning in April that resulted in numerous fires, damaging winds that accelerate the spread of fires, but also down roofs, trees and power lines, and even ocean surges, like the one last September that affected Gordon's Bay and surrounds.</p><p> </p><p>'The City does a lot of proactive work around disaster mitigation, but these weather events make planning so much trickier, because how do you possibly mitigate the impact of level six damaging winds, for example? You could qualify for the City’s debt write-off incentiveQualifying customers may apply for the write-off of arrear debt older than about three years<p>'Qualifying customers may apply for the write-off of arrear debt older than about three years, provided they enter into a payment agreement with the City for the remainder of their debt. This is one of our ways to offer support to those who are struggling, but at the same time to encourage a culture of payment. When one has a lot of old debt, it often becomes increasingly difficult to keep up with payments of both the old debt and current debt. By giving qualifying customers this opportunity, it not only reduces the pressure on them, but also provides a clean slate to encourage them to pay what they can and keep up to date with their payments. A healthy payment culture is vital for the health of the municipality and continued delivery of services.
