The City’s Organisational Development and Transformation Plans will ensure greater service delivery<p>​In recent weeks, there have been a number of stories in the media based on rumours and quoting nameless sources about the City’s Organisational Development and Transformation Plan (ODTP).</p><p>I want to set the record straight regarding the many untruths which have been making the rounds.</p><p>For the past five years, the City of Cape Town has maintained the highest level of service delivery and maintained sound, clean governance. </p><p>In our 2016 manifesto for Cape Town, the governing party reflected on the progress that had been made and detailed how we would accelerate delivery if re-elected as there is still much more that needs to be done. </p><p>I campaigned on a manifesto that pledged to modernise government as part of the well-run pillar.</p><p>On 24 August 2016, Council adopted the ODTP which provides the opportunity to modernise and streamline government to be more customer-centric. </p><p>The ODTP is a legislative requirement when considering local government legislation and regulations, specifically the Municipal Structures Act and the Municipal Systems Act.</p><p>In order to bring much greater progress and parity of services to all people, we now require a way to bring in more localised and area-based service delivery to accommodate a strong centre.</p><p>The ODTP brings with it area-based project and performance management to ensure that service levels are being met in all parts of the city.</p><p>The ODTP stems from our 2016 manifesto where we went to voters and said that we still have a lot of work to do to make this city a better place for all its residents.</p><p>A key part of our mandate and manifesto is that we have to make sure that everyone receives the highest quality of service delivery.</p><p>Indeed we have set out in the manifesto to bring service delivery as close to the grass roots level as possible by leveraging our subcouncil system and establishing teams that can manage different types of service in a particular area, in an integrated way. This is the plan which 66,6% of the people of Cape Town voted for.</p><p>In response to the myth of so-called ‘super’ Mayco positions: this is a deliberate misrepresentation of the ODTP. Every portfolio is equal and every Mayoral Committee office-holder is paid the same. The ODTP is not about one individual or their ego. It is about 4,2 million people in the City of Cape Town which we need to give better services to. The Mayoral Committee Members are there to assist the Mayor in executing the duties of service delivery and delivering on the plans contained in the manifesto and the IDP.<br> <br>Lastly, I want to address the comments by sources that I am only promoting former members of the Independent Democrats (ID). There are no ID members, only DA members. The people peddling all of this rubbish are reactionaries who stand against change and the mission to improve the quality of services for everyone in Cape Town. The fact that these cowards remain anonymous tells me everything I need to know. I expected this nonsense but I am a fighter who does not give up easily.
