Human Settlements Mayoral Committee Member, Councillor Carl Pophaim, and officials in the directorate today, 11 April 2024, handed over serviced plots as part of the Mayoral Priority Programme on Land Release for affordable housing. The City will accelerate delivery to those who don’t qualify for our usual subsidy housing programmes, like with Bardale, looking at innovative means to create housing opportunities.<br></p> | <div>‘The handover of the plots is pivotal to the City’s mission to enhancing housing delivery and fostering community growth. The City remains committed to providing residents, including the most vulnerable, with affordable housing opportunities. The sale of the plots will provide 219 housing opportunities. The project is situated in Bardale in Fairdale, Blue Downs and forms part of the Bardale, Fairdale gap housing plots sales programme.<br></div><div><br></div><div><span><figure class="subtopic-fullsize-img"><img src="https://resource.capetown.gov.za/cityassets/Media%20Images%202/Nonceba%20Nyangiwe.jpg" class="responsive" alt="" style="width:1258px;" /> </figure></span>'The City, as is the case throughout South Africa, can no longer rely solely on the provision of State-subsidised Breaking New Ground (BNG) housing units. There is a place for this model of delivery, but not at the scale, pace and budget that is required. Different types of opportunities are required, whether it is social rental housing, plots or upgrading of informal settlements.<br></div><div><br></div><div><span>

These plots are purchased through the City Gap housing programme at a discounted price. These residents’ monthly income exceeds the threshold for BNG opportunities but is not necessarily enough to participate in the private property market. This project is one of the many such projects that are being released to Capetonians as part of the Mayoral Priority Programme on Land Release for affordable housing in line with the Integrated Development Plan’s (IDP) objective of increased supply of affordable, well-located homes. <br></div><div><br></div><div><span>
