Through this programme, the City identifies underused municipal land that can be strategically released to unlock mixed-use development in well-located areas.<br> <br>In this instance, the redevelopment opportunity is intended to unlock greater value from this underused site by enabling a mixed-use development that includes affordable housing opportunities, alongside commercial and public space improvements. This approach supports the City’s broader objective of facilitating well-located housing and investment that strengthens the urban economy and benefits residents city-wide.</p><p></p>
<figure class="subtopic-fullsize-img"><img class="responsive" src="https://resource.capetown.gov.za/cityassets/Media%20Images%202/3AB%20Locality%20plan%20%281%29.jpg" alt="" /></figure><p><strong>About the site</strong></p><ul><li>The property is located at 1 Three Anchor Bay Road, Green Point.</li><li>The site extends over approximately 4,49 hectares.</li><li>The western portion of the site accommodating the Sea Point Library and Sea Point Civic Hall will remain on the site to ensure continued community services and future redevelopment.</li><li>The property lies within a priority urban restructuring area identified for intensified mixed-use development and is located along key public transport corridors, including the Main Road corridor and the Helen Suzman route served by the MyCiTi bus system.</li><li>A detailed internal assessment determined that the site is underused representing an opportunity to support appropriate redevelopment that can contribute to economic growth and public benefit.</li><li>Any proceeds generated from the release of the land would be reinvested into municipal infrastructure, public services and community facilities across Cape Town, ensuring that public assets continue to benefit the economy city-wide.</li></ul><p>Public land is a valuable asset and it is important that it continues to serve the interests of the City of Cape Town’s economy.<br> <br>By carefully planning the future of this site, the City has an opportunity to support affordable housing economic activity and improved public amenities, while ensuring that redevelopment takes place through transparent processes and ongoing public participation.<br> <br>The Economic Growth Directorate, through its Property Development Department, is tasked with unlocking the socio-economic value of the City’s land portfolio. By preparing and packaging sites such as this for market release, we enable the private sector to help redevelop underutilised land so that it contributes to economic activity, investment, and well-located development opportunities.<br> <br>Any proceeds generated from the disposal of the land would be reinvested into municipal infrastructure, public services and community facilities across Cape Town, ensuring that public assets continue to benefit Cape Town’s economy.<br> <br><strong>Potential mixed-use development opportunity</strong></p><p>The conceptual framework illustrates a mixed-use precinct comprising several complementary development components, including:<br> <br><strong>Residential Development</strong></p><p>Mid-rise residential buildings accommodating approximately 1 020 housing opportunities (46 331m2 floor area), contributing to increased housing supply in a well-located urban area.<br> <br><strong>Affordable Housing</strong></p><ul><li>The proposed development framework will incorporate 20% affordable housing (204 opportunities) as part of the broader mixed-use precinct.</li><li>The final number, mix and typology of these units will be informed by detailed socio-economic analysis, market feasibility studies and the final development proposal.</li><li>Affordable housing delivery will not be limited to a single model and may include a range of typologies and delivery mechanisms, such as affordable rental, ownership or other housing programmes.</li><li>This approach seeks to increase access to well-located housing opportunities within the Atlantic Seaboard, an area where opportunities for new housing are extremely limited.</li></ul><p><strong>Retail and Commercial Activity anticipated:</strong></p><ul><li>Retail space amounting to 7 954m² GLA;</li><li>Office space amounting to 12 136m² GLA;</li><li>Hotel space amounting to 5 094m² and up to 325 rooms.</li></ul><p><strong>Strengthened Civic and Community Facilities</strong></p><ul><li>Community space amounting to 775m² to allow for a potential new ECD facility and associated open space; and</li><li>Some 4 610m² of residual public open space to the far east of the site, being covered by historic Blue Gum Trees, which can be used as surface parking or for on-site stormwater attenuation.</li></ul><p><strong>Economic and community benefits</strong></p><p>An immediate benefit will be that the generated from the release of the land will be reinvested into city-wide service delivery.<br> <br>In addition, economic modelling indicates that development activity associated with the project could deliver a range of long-term benefits, including:</p><ul><li>Thousands of direct and indirect construction jobs during the development phase</li><li>Long-term employment opportunities once the precinct is operational</li><li>Increased municipal revenue through rates, services and economic activity</li><li>Activation of an underused site within a key economic corridor</li><li>Opportunities for well-located housing close to public transport and employment areas</li></ul><p><strong>Responding to public input</strong></p><p>The City has refined aspects of the project approach following feedback received during earlier engagement processes.<br><strong> </strong><br><strong>Key commitments include:</strong></p><ul><li>Keeping the Sea Point Library and Civic Hall on the site to ensure ongoing service delivery</li><li>Protecting identified heritage elements</li><li>Ongoing specialist technical investigations to guide development parameters</li></ul><p><strong>A range of specialist studies are currently underway, including:</strong></p><ul><li>Traffic and mobility assessments</li><li>Environmental and heritage assessments</li><li>Urban design investigations</li><li>Engineering and infrastructure capacity assessments</li></ul><p>These investigations will inform future planning applications and ensure that development responds appropriately to the surrounding context.<br> <br>Additional opportunities for public input will take place during the statutory planning and land use approval processes required before any development can proceed.<br> <br><strong>Next steps</strong></p><p>The City will proceed with the next implementation steps, including:</p><ul><li>Finalising specialist technical investigations</li><li>Submitting the required rezoning and land use applications</li><li>Preparing the property for competitive public disposal and redevelopment</li><li>Developing auction documentation incorporating development conditions aligned with public objectives</li></ul><p>These processes will run in parallel with the completion of statutory approvals to ensure that all planning, technical and regulatory requirements are incorporated into the final development opportunity.</p><p>
