City vows to step up fight against fraud, corruption<p>​In celebration of International Anti-Corruption Day, which is taking place today, the City of Cape Town has reaffirmed its commitment to fighting all forms of fraud and corruption in this administration. This commemorative day was preceded by International Fraud Awareness Week. </p><p>The City continues to be a leader in efforts to combat fraud and corruption in South Africa and to promote a culture of ethics in local government. Importantly, besides absolutely destroying the fabric of our society and creating a culture where profit and self-gratification trumps all else, fraud and corruption have a devastating effect on the most vulnerable in our society who are dependent on government-funded services and infrastructure. </p><p>In addition, we only have a small pool of tax- and ratepayers who contribute to our ability to help our vulnerable residents. Ensuring that public money is efficiently spent and that we work hard to achieve low to no levels of corruption is the greatest respect that we can pay to our ratepayers as well as to our most vulnerable residents.</p><p>In 2014, the City added an ethics capability within the forensics function to drive the process of protecting, nurturing and enhancing the ethical culture of the city. One of the key tasks of the City’s Forensics, Ethics and Integrity Department (FEID) is to promote awareness of the City’s commitment to combating fraud and corruption and instilling ethical decision-making into the day-to-day business activities of each official.  </p><p>The FEID has been equipped with various tools to assist in carrying out its mandate, in addition to those already provided for in national legislation and regulations. These include an externally managed hotline for reporting instances of fraud, corruption and unethical conduct; a well-developed Fraud Prevention Policy and Fraud Response Plan; a Whistle-Blowing Policy; and an Ethics Code. In addition, the City has implemented an electronic form for the completion of declarations of interest by all City officials and will commence with the automation of private work applications and declarations of gifts. These measures will contribute to ensuring that private interests do not influence City officials in the course of fulfilling their duties and that they discharge their duties independently and objectively.</p><p>A key contributor to the effective combating of corruption and promotion of ethical behaviour at the City has been the fact that the power to institute forensic and ethics investigations in the City’s administration vests with the City Manager. Consequently, FEID reports its findings and recommendations to the City Manager who ensures that FEID is allowed to operate independently and free from undue influence.  </p><p>The City believes that progress can only be made through working together and that the fight against the scourge of fraud and corruption would not be possible without the support of partners such as the Hawks, the Open Democracy Advice Centre, the Special Investigating Unit, the Public Protector and the Western Cape Government Forensic Services Unit, the City’s Office of the Ombudsman, and the City’s Integrated Risk Management and Internal Audit Departments.  </p><p>We urge members of the public and staff to partner with us to ‘resist, refuse, report’ fraud by calling our 24-hour hotline on <a>0800 32 31 30</a>.
