City avails R700 000 for its street people winter readiness programme

The City of Cape Town’s Social Services Directorate will once again be rolling out its winter readiness programme for street people this year – having set aside R700 000 to acquire goods for distribution to qualifying organisations. The programme is a response to the increased demand for shelter for street people during the cold winter months as people seek shelter from the elements. The City will support non-governmental and non-profit organisations that provide shelter for street people by supplementing their available resources to enable more indigent people to benefit from their services. In 2016, a total of 30 applications were received and 19 applicants met the qualification criteria – a slight increase from the 17 approved applications in 2015 and 16 the year before. The aim of the programme is to provide temporary mattress space during the winter period between May and September 2017. The partner organisations will not be expected to create any permanent accommodation. If they meet the criteria indicated, the City will provide Expanded Public Works Programme workers to assist with the cooking and cleaning, the making of food parcels, toiletries, mattresses and bedding. ‘The City’s ultimate aim for street people is to provide assistance of such a nature that’ll get street people off the street permanently. But, it’s a marathon and not a sprint and there are many challenges. The reality is that the harsh winter months are around the corner and we have a duty to help provide relief to as many people as possible. One of the benefits of this programme is that it gets people into shelters and from there, anything is possible, including possible reintegration,’ said the City’s Mayoral Committee Member for Safety and Security; and Social Services, Alderman JP Smith. Any organisation wishing to apply for aid through the programme which runs from 1 May until 30 September 2017 needs to meet the following criteria: • it must be registered as a NGO, NPO or PBO • have facilities where people can overnight • be compliant with the requirements of the Population Certificate • comply with all health and safety regulations; and • agree to site inspections that will be conducted before approval is granted Applicants will also be expected to provide copies of their constitution, latest Annual General Meeting minutes, annual report and external auditor’s report, the names of board members, office bearers and management and details - including the email address - of a contact person for the grant. ‘We are bound by the Municipal Finance Management Act, so we can only help organisations that meet all of the qualifying criteria. In years gone by, some applications were rejected because of late submissions, incomplete documentation, or not having the type of facilities for accommodation purposes. The deadline of 23 March is around the corner, so I appeal to organisations who think they have what it takes to be part of the programme to submit their applications as soon as possible because we can’t do this successfully without them,’ added Alderman Smith.
