It was RESOLVED that the report reservation of city land, erven 2989, 2990 and 2991 Langa, and portions of erven 2988 and 3011 Langa, situated at Ndabeni street and Lerotholi avenue, Langa: directorate: human settlements, informal settlements department BE DEFERRED to the next Subcouncil Meeting in order to obtain input from the Department: Housing Development.

RESOLVED that subcouncil do not support the proposed reservation of erven 2989, 2990 and 2991, Langa and portions of erven 2988 and 3011, Langa, situated at Ndabeni Street and Lerotholi Avenue, Langa for the following reason(s):
The subcouncil do not believe that the reservation will be temporary in nature and will result in an expanding informal settlement;
The site was earmarked for formal housing in the future and falls within the heritage precinct of Langa;
The receiving community was not consulted on the proposed relocations of persons to the site as they are still awaiting the CRU development to continue. If not consulted the subcouncil is concerned that if the relocation and reservation proceed the remaining open spaces will be at risk of invasion by backyarders. In all previous processes of allocating formal housing the residents from the informal settlements were favoured;
Further resolved that human settlements urgent meet with subcouncil to discuss:
The way forward on previous TRA that has not been upgraded or maintained in years and now seems permanent in nature 15SUB10/09/23 - MOTION: REQUEST FOR NEEDS ANALYSIS OF TEMPORARY RESIDENTIAL AREAS IN WARD 51,sent to Human Settlements and awaiting feedback;
The tenancy issues at N2 Gateway and Hamilton Naki Square in an attempt to potentially accommodate residents there;
Mediation with the receiving community to discuss a way forward to avoid volatility
