RESOLVED that having considered the City of Cape Town Traffic Calming Policy and the recommendation from Transport Planning & Network Management Department;

Milton Road is classified as a Class 3 Minor Arterial and Lower Main Road is classified as a Class 4 Collector Street, located within a medium-density commercial area of Observatory.

Our assessment indicated that there are no public amenities such as schools, play parks etc. located at the Milton Road/Lower Main Road Intersection to attract vulnerable or high concentrations of pedestrian activity across the study roadway.

The implementation of traffic calming measures at the Milton Road/Lower Main Road Intersection is not recommended as physical traffic calming measures are limited to Class 4 and Class 5 roads within residential areas.

Therefore, the potential for pedestrian/vehicle conflict at the Milton Road/Lower Main Road Intersection is considered low and non-compliant with Section 7(1) and Section 7(3) of the Traffic Calming Policy.

Given the above and considering the City of Cape Town Traffic Policy, regretfully traffic calming measures cannot currently be considered at the Milton Road/Lower Main Road Intersection.
