  1. Ward 21:  Reiger Street, Stellenberg (TNDN3581).   Request for traffic calming along Reiger Street, Stellenberg was received from Rev. Peens.
 
That 1x Speed Hump BE SUPPORTED along Reiger Street in the vicinity of the play park, subject to the following:
 
  1. The application be placed on the awaiting funds schedule
  2. The layout plan be obtained
 
 
2.       Ward 105:  Shiraz Ebrahim Street, Fisantekraal (TNDN3541).  Request for traffic calming investigation was received from TJ Wildschut. 
 
That 4x Speed Humps, strategically placed along Shiraz Ebrahim BE SUPPORTED and be placed on Transport’s schools programme schedule.

 
 
3.       Ward 105:     Arum Lily Street, Fisantekraal (TNDN 3637).  Request for traffic calming investigation was received from Rudi Hills. 
 
That traffic calming NOT BE SUPPORTED along the length of Arum Lily Street, including the intersection of Stillewater Street for reasons as set out below.
 
REASONS FOR NON-SUPPORT AS RECEIVED FROM TRANSPORT (Akhona Maseko)
 
  • Arum Lily Street is a class 5 street located in an industrial area of Fisantekraal.
  • Our assessment indicated that there are no public amenities such as schools, play parks etc. with direct access onto Arum Lily Street, which may attract vulnerable or high concentrations of pedestrians along or across the roadway. Therefore, the potential for pedestrian/vehicle conflict along the length of Arum Lily Street is considered low and non-compliant with Section 7(3) of the Traffic Calming Policy.
  • In addition, the implementation of traffic calming measures in industrial areas is not recommended, since these measures have negative impact on heavy vehicles which utilise the area frequently.
 
  • The issue of motorist ignoring the existing stop control at Arum Lily/Stillewater Street is due to illegal driver behaviour and can be considered a law enforcement issue.
 
Assessment of Collision Data
  • Crash statistics for Arum Lily Street were obtained from the City’s local database of all recorded crashes for a 6-year period between 01 January 2013 and 31 December 2018. The crash statistics revealed that no crashes were recorded during this period, indicating that this is not a high crash zone.
 
  1. Ward 112:     Burton Street, Aurora (TNDN 3639).  Request for traffic calming investigation was received from Gerda du Plessis. 
 
That traffic calming NOT BE SUPPORTED along the length of Burton Street for reasons as set out below.
 

 
REASONS FOR NON-SUPPORT AS RECEIVED FROM TRANSPORT (Akhona Maseko)
 
  • Burton Street is a class 5 residential road located within a low to medium density residential area of Aurora.
  • The road has a width of approximately 8 metres from kerb to kerb (one lane per direction) with generous verges on both sides of the roadway to accommodate pedestrian activity if required. 
 
  • However, pedestrian activity along Burton Street was observed to be low during the site visits. Therefore, the potential for pedestrian/vehicle conflict along the length of Burton Street is considered low and non-compliant with Section 7(3) of the Traffic Calming Policy.
 
  • Our assessment indicated that there are no public amenities such as schools, play parks etc. with direct access onto Burton Street, which may attract vulnerable or high concentrations of pedestrians along or across the roadway. It is acknowledged that Aurora Shopping Centre is located along the southern section of the study road that may attract some pedestrian activity.
 
  • Further, traffic calming measures are designed to regulate traffic speeds to approximately 40km/h within the vicinity of the speed hump. Regardless of the vehicle speed, animals will remain at risk, as their reactions are unpredictable.
 
 
Assessment of Collision Data
  • Crash statistics for Burton Street were obtained from the City’s local database of all recorded crashes for a 6-year period between 01 January 2013 and 31 December 2018. The crash statistics revealed that a total of 2 crashes have occurred during this period, which resulted no injuries to the drivers or occupants.  Refer memo for further detail relating to the collision data.
