Ward 48 NHW Equipment CPX.0010150-F1: Ald Cavanagh expressed his frustration that the process of equipping the neighbourhood watches was taking so long. He said the neighbourhood watches just wanted a two-way radio to communicate with one another. They do not want radios where everyone can talk and comment on. He could not understand why the radios were bought and now had to remain in the storeroom as the City was waiting on ICASA for the licensing. He felt that the officials did not advise the Cllrs properly on the process of the radios. Mr Solomons-Johannes reported that ICASA was the controlling entity for broadcasting and the City is compelled to get a license for the radios. He said that the matter has been escalated to the ED, the Speaker as well as the City Manager. Ald March stated that Mr Abraham Visser never attended a SC meeting yet and he wants him to attend the next meeting to give clarity on this matter. He requested that Ms Lalendle with the help of the Director summon Mr Visser to the next SC meeting. Further Upgrade – Cox Cres Park CPX.0010157-F1: Cllr wanted to know what the balance of R28806.82 was going to be used for. He requested that Recreation & Parks provide him with a plan of the park. He also said that the residents wanted a walking track on the park. Ms January reported that furniture will be bought with the remaining funds for the parks. She said that the completion for the rubber matting was completed earlier than anticipated. She said that the contractor was on site to begin with the construction of the footpath. Lower College Road CPX.0010190-F1: Mr Rigby reported that the appointed contractor was liquidated and that the purchase order will be cancelled. He said that the second contractor on the term tender will be appointed and a new purchase order will be created for this contractor. He said the new contractor should be on site by the 11 April. Ald March requested that Mr Rigby do a site inspection because the quality of the fencing done by the previous contractor was very poor. Vygieskraal Sports field – Fencing CPX.0012779-F1: Ms Stegmann reported that the new quote amounted to R700000. She said that with the allocation of the SC’s R450000, they still had a shortfall of R250000. She said that their finance department committed a R100000 to the project which leaves a shortfall of R1500000. Ward 49 C14.00035-F1 Upgrade of Athlone Stadium – Mr Ashley Newman, Project Manager for Athlone Stadium, Property Management reported that the budget of R6 million has been spent. He informed the meeting due to budget constraints, the 10000 litre water tanks had to be amended from phase 1 and phase 2. He said the project should be completed in April 2018. CPX.0010154-F1 Landscaping, Bhunga Avenue – Cllr Adams said that another raised flower bed was not conducive and Jude Carolissen will get back to him as to what else can be done on the site. He said he was happy with the development of the project. Job Creation – Langa Initiation Site WPX.0009296 – Cllr said that an EPWP worker was appointed for the site. Cllr R Adams requested that the SC administration forward an invitation to Wadiah Bedford to give clarity on two PCER projects, CPX.0012810-F21 and CPX.0013442-F1. Ward 60 Cllr Kleinschmidt reported that he was happy with the progress of his projects. He requested that Recreation and Parks forward him the names of the EPWP workers appointed as Park Attendants. He felt that his office can also hold these workers accountable. He reported that the ECD equipment was delivered to his office. He said that Mr Abobarka never attended a SC meeting yet and he would like him to attend to speak to his projects. RESOLVED that: 1. That the content of the Progressive Capital Expenditure Report be NOTED. 2. That the SC Manager summons Abobarka Abrahams to the next SC meeting. ACTION: Zimlo Lalendle
