D. RECOMMENDATIONS - WARD 1:
WC1 03/04/17 ANNOUNCEMENTS BY CHAIRPERSON
Councillor Visser delivered her Chairperson’s report, a copy of which forms part of the minutes.
Emanating from the report a concern was raised regarding the completion of service certificates.
RESOLVED TO RECOMMEND
A) That the Subcouncil Manager be tasked with investigating the following and report back to the ward committee members:
i. how C3 notifications are closed on the system;
ii. that supervisors should inspect all work done after the service is completed and
iii. that a completion- and dumping certificate be posted on-line for all closed C3 notifications.
B) That Ms Jacobs be tasked with sending the contact details of Ms Donay Fortuin (Rent-A-Cop) in ward 1 to the ward committee members – cell: 061 1788907.
C) That ward committee members be requested to send any ward problems to the ward councillor on her cell phone 082 4552905.

RECOMMENDATIONS - WARD 4:
W4 08/04/17 REQUEST FOR SPORT FACILITIES IN PHOENIX
Ms Zoliswa Singata from the Phoenix Sports Association requested that a multi-purpose sports complex facility be developed in Phoenix as the hall in Freedom Way (in Phoenix) is not big enough to accommodate all of the children and sport clubs currently making use of the hall in Joe Slovo.
Councillor Barends said that there is currently a shortage of community facilities for the residents of Ward 4. It was noted that Councillor Barends is considering to make funds available in the future budget to assist with the development of more community facilities for Ward 4.
Councillor Carstens committed to discuss the development of a sports/community facility in Ward 4 with Councillor Suzette Little (Mayors Area Representative: Area North). Feedback on the matter will be provided at the next Ward Committee Meeting scheduled for the 14th of June 2017.
RESOLVED TO RECOMMEND
That Councillor Helen Carstens be tasked with discussing the development of a sports/community facility in Ward 4 with Councillor Suzette Little and that feedback be provided at the next Ward Committee Meeting scheduled for the 14th of June 2017.

W4 09/04/17 LONG OUTSTANDING MATTERS IN PHOENIX
Councillor Carstens said that some of the matters listed on page 43 of the agenda is being attended to.
Councillor Carstens reported the following:
o Winter Storm Water Maintenance; Storm water cleaning has started, then the installation of a storm water channel and retaining wall in Joe Slovo will be installed.
o Installation of speedbumps in Perseus Road, Achilles Close and Zeus Drive, Phoenix will be installed.
o Freedom Way and Democracy Way is being cleaned on a daily basis;
o There is also a street sweeping project which is going to start in the next month in Joe Slovo and Phoenix areas for extra cleaning every day.
Councillor Carstens noted the concerns raised by the Ward Committee members regarding the list of outstanding matters provided by Ms Marshall on page 43 of the agenda. Councillor Carstens reassured the Committee Members that the concerns are currently being addressed and she committed to discuss the matters with Councillor Suzette Little. Councillor Carstens appealed to the Ward Committee Members to be patient because some of these matters are long term commitments and she said that feedback will be provided to the Ward Committee in due course.
RESOLVED TO RECOMMEND
That Councillor Helen Carstens be tasked with discussing the outstanding matters in Phoenix with Councillor Suzette Little and that feedback be provided to the Ward Committee Members in due course.

W4 10/04/17 CONCERNS RAISED BY THE PHOENIX EDUCATION ASSOCIATION
The need for a Primary School and a High School in Phoenix was highlighted by Ms Ursula Marshall.
Councillor Carstens said that the function of schools is not mandated by the Municipality but that of the Western Cape Provincial Government. It was however noted that the office of Councillor Little has been informed of the need of a Primary School and High School in Phoenix and the matter will be discussed with the Department of Education.
It was furthermore noted that there is an issue regarding containers that was left by the old Sinenjongo High School in Joe Slovo. When the new Sinenjongo High School opened in January 2017 they left containers behind with an arrangement that they would collect them at a later stage. The community of Joe Slovo is not permitting Sijenjonga High school to take the containers that belongs to them. Currently the old Sinjenjonga High School premises is being utilised by about 400 learners, who are illegally on the premises. This process is taking place without an approved curriculum, as well as teachers who has not been approved by the department of education.
Councillor Carstens said that the issue needs to be addressed with the Department of Education, Law Enforcement, SAPS and with Councillor Suzette Little.
RESOLVED TO RECOMMEND
That Cllr Carstens be tasked with discussing the concerns raised by the Ward Committee with Councillor Suzette Little as a matter of urgency.

W4 11/04/17 SAFETY AND SECURITY ISSUES IN WARD 4
Mr Russel Capes referred to his e-mail on page 54 of the agenda. The following was requested:
• CCTV cameras on Freedom Way. (Crime hotspot for consecutively 2 years);
• Law Enforcement Officers required in Ward 4 as SAPS have insufficient resources;
• Flood lights required in Zeus Park and Milky Way Park (Erf 19671 and 19672)
• Speed humps required in Phoenix (Freedom Way, Hercules Drive, Isis Drive, Atlas Drive and School Street)
• Fencing with locked gates required at all Parks.
• After some discussion a request from the ward committee members was posed to note the following concerns:
• Cllr Carstens agreed that there is a need for more joint operations by Law Enforcement, Metro Police, Traffic and SAPS.
• Mr Walsh expressed his concerns regarding certain police officials at the Milnerton Police Station. The Chairperson advised Mr Walsh that his concern must be taken up with the Department of Community Safety.
• Mr Russel Capes from the Phoenix Neighbourhood Watch said that he contacted various Safety and Security Organisations in the ward to discuss the challenges faced in Ward 4. He will liaise with all Safety and Security Organisations in future.
RESOLVED TO RECOMMEND
That Councillor Helen Carstens be tasked with discussing the concerns of the safety and security issues in Ward 4 with Minister Dan Plato.

W4 12/04/17 WARD COMMITTEE MEMBERS SECTOR FEEDBACK
Councillor Carstens gave the Ward Committee members the opportunity to provide feedback on their respective organisations as indicated on their Ward Committee Sector feedback forms where after copies were handed to the Secretariat.
Ms Ina du Plessis (Milnerton Ridge Ratepayers Association) enquired as to whether Erf 14445 belong to the City of Cape Town as the Community of Milnerton Ridge would like to lease the land for a dog park or community vegetable garden.
Councillor Carstens informed the meeting that she will request the Subcouncil Manager to investigate the ownership of Erf 14445 and feedback will be given to Ms du Plessis in due course.
RESOLVED TO RECOMMEND
A. That the contents of the report be NOTED.
B. That the Subcouncil Manager be tasked with investigating the ownership of Erf 14445 and provide feedback to Ms du Plessis in due course.

WC113 03/04/17 ANNOUNCEMENTS BY CHAIRPERSON
The Chairperson, Councillor Joy McCarthy extended a word of welcome to all present.
Councillor McCarthy delivered her Chairperson’s report of which a copy is attached to the minutes.
As part of the Chairpersons address it was noted that the newly established Ward 113 has no informal trading plan. Councillor McCarthy requested the input from the Ward Committee Members to assist with identifying locations where informal trading can take place within the Ward.
It was requested that this matter be placed on the Ward Committee Agenda for discussion on the next meeting scheduled for the 8th of June 2017.
RESOLVED TO RECOMMEND
That the Subcouncil Manager be tasked with placing an item on the agenda for the next Ward Committee meeting scheduled for the 8th of June 2017 regarding informal trading in Ward 113.
