19/06/17: Mr Gregory September represented the Land Use Management Department. Cllr Bryant confirmed that a site inspection took place on the 13/06/17 and informed the meeting that many objectors withdrew their objection.
After discussion, Subouncil 16 supported the recommendation as reflected in the report.
UNANIMOUSLY RESOLVED that for the reasons as contained the report, the application for the following Regulation Departures for Erf 283 Green Point BE APPROVED in terms of Section 15(1)(b) of the Land Use Planning Ordinance, 1985 (Ordinance 15 of 1985) in accordance with the Site Layout and Sketch Plan as annexure D attached to this report:
a) A departure from Section 5.1.2(e) to permit the first and second floor window openings to be 1.395 m in lieu of 1.50m from the east boundary.
b) A departure from Section 5.1.2(c) read with (d) to permit proposed second storey (beyond a point of 12m from the street boundary) to be 9.8m in height in lieu of 4m, and to be 1.395m and 1.98m in lieu of 3m from the east and west common boundaries respectively.
c) A departure from Section 5.1.2(d) from the CTZS to permit the covered entrance and domestic staff quarters to be 0.00m in lieu of 3.50m from the street boundary (Carreg Crescent).
d) A departure from Section 5.1.2(f) (ii) to permit the double garage to be 0.00m in lieu of 1.50m from the street boundary.
e) A departure from Section 5.1.2(f) (ii) (aa) to permit the garage to be 6.25m in height in lieu of 3.5m in height (measured from the base level to the top of the roof).
f) A departure from Section 19.2.2(a) to permit two (2) carriageway crossings on the site in lieu of one (1).

After discussion, Subcouncil 16 agreed as follows:
UNANIMOUSLY RESOLVED that the application for regulation
departures in terms of Section 15 (1)(A)(1) of the Land Use
Planning Ordinance in respect of Erf 283, 13 Carreg Crescent,
Green Point BE DEFERRED to allow an on-site inspection.
