The following response were received from the Department.
Attached please find an extract from the SW maintenance schedule for the Socony(Goodwood) Depot and Arnold Wilhelm(Parow ) Depot.
In Bishop Lavis, Nooitgedacht , Saleberau,The Range,Epping Forest,Elnor,Adriaanse, Elsiesriver the cleaning of catch pits was done in September last year and in January this year.
In Bonteheuwel, Kalksteenfontein , Saleberau,The Range,Epping Forest,Elnor,Adriaanse, Elsiesriver the cleaning of catch pits will be done in March this year.
Due to limited budget , all pipes cannot be cleaned annually. Please provide specific street addresses where flooding occurs. Then the system downstream could then be cleaned and/or checked for defects.
In Bishop Lavis the Arnold Wilhelm Depot will deal with localized flooding. Under the road rehabilitation contract some pipe cleaning has been included.The contractor was requested to give attention to the area around the Perelberg Street area. This will however only be done towards the end of the construction project.
In Bonteheuwel and Kalksteenfontein attention to pipe cleaning will only be given at localized flooding areas , due to the high incidence of crime and previous robberies of the JetVac machine crew.
The Solid Waste Maintenance Schedule for the Socony (Goodwood) and Arnold Wilhelm Depots will form part of the MRA.

Councillor Esau raised his concerns in terms of the blocked storm water drains and requested from the line department to provide feedback on the way forward.
Mrs J du Preez from the Department: Asset Management and Maintenance provided feedback on the following:
• The department service District 3, which is quite an extensive area and covers N1, N2, R300 and N7, which
consist of 1 700 kms of road.
• This area consists of approximately 1 400 kms of storm water pipes.
• 26 500 catch pits that needs to be cleaned and serviced.
• It is not possible to clean all storm water drains before the
upcoming winter season.
• There is a Storm Water Management Plan which is maintained throughout the year.
• Mrs du Preez said that there is a few problematic
areas, such as flat surfaces. This is where there are usually a lot of sand and tree leaves, which causes drain blockages. This is normally the areas where illegal dumping is a regular occurrence.
• Transgressors of criminal activity make use of the storm water systems to store stolen goods.
• The homeless store their belongings in the stormwater systems. When they are relocated they do not return to collect their possessions.
• The Department has a Maintenance Programme to clean the storm water pipes system and gullies.
• The red flag gulley areas, where low class flooding occurred over the last few years, were investigated both up and downstream to determine what can be done to remedy the situation.
Q: The Chairperson asked whether the line department’s chart (maintenance program) coincide with the IDP requests.
A: She responded that in terms of the IDP, the entire district is covered in this program as part of the City’s strategic pillar, A Well Run City.
Councillor Esau reiterated his concerns that only a selected few roads get preference and the residential roads are neglected. He is of the opinion that the gullies and storm water pipes are not cleaned on a regular basis and appealed to the department to jet vac the storm water pipes on a more regular basis.
Mr D Botha responded that the mentioned areas in Ward 30 are included in the Maintenance Plan for February, March and April 2017. It is however not possible to clean the catch pits twice a year. The catch pit program is managed by the Depots, who appoints contractors/vendors and EPWP beneficiaries. The jet vac cleaning program started in the Uitsig area with positive results. He said the programme is now rolled out to Bishop Lavis, and a third of the area has already been cleaned. He said that the department has experienced some challenges, but fortunately they could attend to it. He explained that when Cape Town experiences heavy rainfall, the department maps where the most blockages occur, to determine the cause of these blockages and find measures to prevent or reduce future blockages. Mr Botha explained that due to the fact that Jet Vac cleaning is a rather expensive cleaning method the departments’ focus is to regularly clean the red gulley areas. Mr Botha confirmed that the Depot will attend to the areas/streets raised by Councillor Esau. Mr Botha reported that in most of the areas Councillor Esau mentioned, the department does not get reports of regular flooding. Where regular drain blockages occur, it must be reported to the relevant department.

Cllr Esau reported that the Motion was actioned. He reported that the Department unblocked the drains by means of the Jet Vac system, in Kalksteenfontein and Bishop Lavis, and said he trust that the Department will address the other areas within the Ward.

Cllr Esau said that the drains in Bishop Lavis and Kalksteenfontein were unblocked. He however, has not received feedback of the unblocking of drains in Matroosfontein, The Range and Valhalla Park.
The Chairperson asked that the Ward Councillor enquire about the other areas.

RESOLVED
That the Subcouncil SUPPORT the motion for the Asset Management and Maintenance Department to clean and jet vacced the storm water lines in the following residential areas to prevent the flooding of roads as well as back yard drainage systems of residential homes:
•Kalksteenfontein
•Bishop Lavis
•The Range, Elsies River
•Epping Forest
•Matroosfontein
•Valhalla Park
•Ruyterwacht
•Salberau
