Ward 48
Cllr Davids requested a progress update on Cox Crescent and the maintenance of the parks in Ward 48.
Baart reported that there was a balance of R102 923 for Cox Crescent which would be used for irrigation and play equipment. He indicated that he is aware of the problem at Cox Crescent at the corner and will address the issue soon. He informed the meeting that three EPWP workers have been employed to cover all the parks in Ward 48.
Cllr Davids requested a meeting with Mr Baart to discuss the change of boundaries and the use of ward allocation on areas within his ward rather than outside areas. Mr Baart agreed to meet with the Cllr.
Cllr Hendricks stated that ward allocation is a SC funds and not funds belonging to the Ward Cllr.
Ald. Cavanagh pointed out that the ward allocation is definitely the allocation to the Ward Cllr who determines how this money is spent in their wards.
He expressed concern on the 0% expenditure on the PCER when the official reported that money has definitely been spent. He requested that the officials communicate with their finance section to ensure that their records are updated.
Ald. March clarified that the Ward Cllr is responsible for project allocation in his ward. He said that only if SC decides together on a project, then it becomes a joint SC project. He requested that the SC Manager follow up with the Parks Department regarding low expenditure on the allocation to Parks.
Mrs Salie of Recreation and Parks reported that life skills programmes have been initiated and equipment has been ordered with the balance of R19000.
Ald. Cavanagh welcomed the development programmes since they serve to uplift the community. He, however, requested that the development programmes w.r.t. content, objectives, attendee and impact be shared in a report to the next SC meeting. The manager was asked to follow up on the request.
Ward 49
Cllr R Adams enquired about the radios for the Neighbourhood Watches. He also wanted an update on the commencement of the embayment project and fencing for Statice Heights He requested that the SC Manager follow up on this matter
Mr Vusi of Social Development reported that the PCER expenditure is not a true reflection since it did not reflect the actual expenditure of what was been spent on the Youth Development Programme project. He undertook to investigate the matter. He also reported the challenge of vandalism affecting the project.
Ald. March undertook to conduct a site visit with the SC Manager and Ward Cllr. He further requested that all the officials submit a written progress report on projects in SC 17.
Ward 60
Cllr Kleinschmidt said that there was a contractor on site for the Eco Park in Chukker Road. He enquired whether there was a programme to clean up the parks in SC 17.
Mr Baart reported that 90% of the work was completed at the Eco Park. He stated no mowing would take place given that it was Eco Park.
Ald. Cavanagh questioned the decision of no mowing at the Eco Park highlighting the fact that alien vegetation does not beautify the park and should be removed. He said that EPWP workers have been employed to assist with that kind of work.
Cllr Kleinschmidt concurred with Ald. Cavanagh and requested that the SC Manager co-ordinate a site meeting to the Eco Park. He informed the meeting that the Woman and Youth Day certification will take place on the 22 February 2017.
All the Cllrs were in agreement with the site visit.
RESOLVED that:
a)The content of the presentation be NOTED.
b)The SC Manager follows up on the projects with Parks.
c)The Recreation and Parks Department submit a full report of the development programmes and expenditure thereof to the next SC meeting.
d)The SC Manager to follow up on the delivery of the radio’s to the Neighbourhood Watch.
e)The officials submit written reports to the SC office regarding the expenditure of all projects.
f)The SC Manager arranges a site meeting to the Eco Park in Chukker Road.
