After discussion, the panel agreed that this application be REFERRED BACK to the MPT of 29 January 2020 in order for all parties to have access to, and comment on, material audio recordings. The City official is to establish what the applicant could do to mitigate the concerns of noise and behaviour of patients.
It was agreed that this matter will be heard as an interview item when the application is back on the agenda - the applicant is urged to attend.
