RESOLVED UNANIMOUSLY

That the application for the amendment of conditions (condition no 2) in respect of Erf 5701, Bellville, to increase the number of children from 36 to 70 children, BE APPROVED in terms of Section 98 (b) of the Municipal Planning By-law, 2015, subject to the conditions contained in Annexure A.

ANNEXURE A

The spelling error in the heading “FIRE AND RESCUE” is corrected

Condition 2.4 is amended as follows:

2.4 The applicant must ensure t the provision of fire escape routes as per SANS 10400-T Section4.16& 4.2

Conditions 2.7 onwards be renumbered as 2.6.1 following through until 2.6.5

Condition 2.6.3 (previously 2.9) is amended as follows:

2.6.3 That timeous formal application for the tariff conversion and DC Cost must be made and paid before building plan approval will be granted by the Department



REASONS FOR DECISION:

1. The proposed extended ECD Centre optimizes the existing infrastructure and responds to the need of the community.
2. The Tygerberg District Plan supports, the Early Childhood Development Policy principles.
3. The proposed extended ECD Centre crèche does not interfere with other existing uses with the subject property.
4. The subject property’s infrastructure meets the requirements for a large scale ECD Centres in terms of Council’s policy for Early Childhood Development Centres, as revised and approved by Council on 4 December 2013.
