RESOLVED UNANIMOUSLY

That the application for Consent Use to permit a day care for 30 children on Erf 481, Bellville BE APPROVED in terms of Section 98 (b) of the Municipal Planning By-law, 2015 in accordance with Plan No 481/17 dated 23/09/16 attached as Annexure C, subject to the conditions contained in Annexure A.
CONDITIONS OF APPROVAL IMPOSED IN TERMS OF SECTION 100 OF THE BYLAW
LAND USE
Condition 1.4 to be amended as follows:
1.4 That the use hereby permitted shall only operate Mondays to Fridays, between 08:00 and 12:30 and that the core outdoor play times are between 09:00 and 10:00
That a new condition be added that read as follows:
“That the proprietor of the place of instruction and B&B shall live on the property.”
ENGINEERING AND TRAFFIC SERVICES
Condition 1.7 is deleted.

REASONS FOR DECISION:

The MPT approved the application for the reasons as set out in the planner’s report and amended the 3rd bullet point to read as follows:

3. The proposal is considered to be compatible with the relevant Council Policies, as employment opportunities and accessible care for children are encouraged sustaining the objective of an opportunity city.
