RESOLVED UNANIMOUSLY
a. That the application for consent use to permit a 5m x 12m telecommunication base station and 25m tree mast on Erf 22122, Strand, BE REFUSED in terms of Section 98(c) of the Municipal Planning By-law, 2015.
b. That the application for permanent departure to permit 43 in lieu of 48 on-site parking bays on Erf 22122, Strand, BE REFUSED in terms of Section 98(c) of the Municipal Planning By-law, 2015.
REASONS FOR DECISION:
Reasons for the recommended decision for refusal relating to the application for the consent use may be summarised as follows:
1. The site is in close proximity to the approved mast on the Rusthoffs sport field.
2. The loss of 5 parking bays.
3. The scale and the visual impact of the mast in the predominantly flat environment.
Reasons for the recommended decision for refusal relating to the application for the permanent departure may be summarised as follows:
1. The proposed infrastructure results in a number of on-site parking bays being forfeited which is not desirable and will impact on the existing rights of current home owners.
