Dear Cllr Jansen
I refer to your mail.
I am not trying to avoid this work
Our new consultant term tender was to have commenced in January 2021. Unfortunately, one of the competing tenders has objected and is taking the City to Court over this. This has not been resolved so we have been unable to appoint anyone. As per previously, I have limited access to another term tender consultant appointment via another Department at greater cost. It has not been an ideal situation and you can confirm this delay with SCM.
I can apply, but a resurvey is likely to cost about R70 000 and they will only be able to conclude by end of June 2022.
I was hoping to hold out until I have our own new term tender appointment so we have more control over projects on timelines at better rates.
Kind Regards
Tim de VilliersSenior Traffic Engineer – Transport Network Facilitation and Development – South Region

Good day Goodman,
Tim’s response is mind boggling to me.
I want you to draw a record of all the comments made by Tim on this item and the deliberation by the sub-council and myself in particular and then I will further comment.
I was under the impression a new consultant will do the assessment. What is the dispute with the new tender?
Kind regards,
Cllr. Elton-Enrique Jansen

Dear Marilyn
We have no further action with this one. There has been a dispute with a new Consultant Tender and it is likely that this will not be resolved this calendar year. If the SC wants an alternative consultant to review, I have limited access but they come at significant cost.
Kind Regards
