23SUB2/5/2019: Cllr Jansen refers to page 45; comment submitted by the line department:

“Spine Road is a Secondary Arterial and proposed IRT MyCity route. We cannot consider traffic calming on roads of this classification. If traffic management such as signals are being requested, then we will need to hold off pending the IRT plan.”

Cllr Jansen states there are 3 traffic signals on Spine Road and request an update on the IRT plan

23SUB5/3/2019: Cllr Jansen request that the title be amended to Request for a Signalised Intersection. Cllr Jansen advise a meeting will be scheduled to investigate a way forward.

23SUB8/5/2019: Cllr Jansen advise that he will write to the line department as he is not in favor of the response received.

23SUB8/6/2019: Cllr Jansen reports a consultant was appointed to re-evaluate the signalling request.

23SUB7/10/2019: Cllr Jansen reported the intersection qualifies for signalling which is subject to the TSM committee to advise due to the MyCiti bus stop that will be erected in close proximity of the intersection.  The department advised there is a challenge with the tender for the consultants which expires 26 October 2019.  The line department is awaiting a deviation report in order to continue with the assessments.  Cllr Jansen advises he has written to the officials and Mayco Member concerned as this will have an impact on all traffic calming request still needing assessment

23SUB7/11/2019: Cllr Jansen reports he appealed the outcome of the assessment and no feedback has been received.

            Thanks for your mail.

 

            With regard to Traffic Calming Request i.e. speed humps, etc. We no longer require a formal form – an email or if processed through the SC, you can submit – preferably with a bit of motivation. Our Traffic Calming Policy is stringent and accommodates schools,       routes  to schools, which are the roads in close proximity leading up to the school and locations where there are some high incidents. I have a degree of lenience with regard to parks and other facilities but our Departmental budget only stretches to the school related        and serious hazardous locations. Our budget incidentally, is very limited – I have about R8m value of approved traffic calming for the South Metro and with a squeeze, we get about R1.5m per annum for our Department. So we need all the help we can in respect of  Wards.

 

            With regards to traffic signals, you can also just send me an email with brief description of  request.

 

            I believe in keeping things simple so email will suffice.  

 

            I did mail to IRT yesterday – they were not clear in responding so am following up today.

Cllr Jansen reports included with the previous response there was an issue with the tender and a company must be appointed

23SUB7/3/2020 - Mr Martin reports this item will be removed once implemented.  Cllr Jansen request an update if the tender issue has been resolved.

23SUB7/6/2020: Mr Martin reports a survey was supposed to be done post lock-down.  Cllr Jansen request a skype meeting be arranged with line officials.

23SUB7/7/2020: Director Solomons Johannes responded that the tender issue has been resolved and the matter must be escalated in order for the department to initiate the feasibility study.  Cllr Jansen requested that the Roads Department report back to SC on the progress of the Spine Road dual carriageway project.  He is of the opinion that the department is using the IRT feeder road for Spine Road as an excuse to delay the implementation of the traffic intersections.  Director Solomons Johannes advised that Gershwen Fortuin be invited to report back to SC.

23SUB7/8/2020: Director Bosman advised the SC that this matter be discussed with the official Tony Vieira as this forms part of the dualing of Strandfontein Road.  Cllr Jansen requested that the official be invited to the Activity Day meeting.

I am not trying to avoid this work

 

Our new consultant term tender was to have commenced in January 2021. Unfortunately, one of the competing tenders has objected and is taking the City to Court over this. This has not been resolved so we have been unable to appoint anyone. As per previously, I have limited access to another term tender consultant appointment via another Department at greater cost. It has not been an ideal situation and you can confirm this delay with SCM.

 

I can apply, but a resurvey is likely to cost about R70 000 and they will only be able to conclude by end of June 2022.

 

I was hoping to hold out until I have our own new term tender appointment so we have more control over projects on timelines at better rates.
