UNANIMOUSLY RESOLVED that:
a. The application for Consolidation of Erven 1057 and 1058, Croydon as per Consolidation Drawing Number 920SP501A dated 06/08/2018, BE APPROVED in terms of Section 98(b) of the Municipal Planning By-Law, 2015 subject to the conditions contained in Annexure A.
b. The application for Rezoning of the proposed consolidated property from Single Residential Zone 1 to Community Zone 1 to permit a community facility (pre-school and day-care facility / clinic / library) on the consolidated property, BE APPROVED in terms of Section 98(b) of the Municipal Planning By-Law, 2015 subject to the conditions contained in Annexure A.
c. The application for Permanent Departure to permit vehicles to reverse across the sidewalk BE APPROVED in terms of Section 98(b) of the Municipal Planning By-Law, 2015.
d. The application for Permanent Departure to permit 18 in lieu of 30 on-site parking bays BE APPROVED in terms of Section 98(b) of the Municipal Planning By-Law, 2015.
e. The application for Permanent Departure for the relaxation of the street boundary building line to 4.5m in lieu of 5.0m along Alexandra Road, BE APPROVED in terms of Section 98(b) of the Municipal Planning By-Law.
f. The application for Permanent Departure for the relaxation of the common boundary building line (adjacent to erf 1056) to 3.0m in lieu of 5.0m, BE APPROVED in terms of Section 98(b) of the Municipal Planning By-Law.
g. The application for Permanent Departure for the relaxation of the common boundary building line (adjacent to erf 1085) to 2.0m in lieu of 5.0m, BE APPROVED in terms of Section 98(b) of the Municipal Planning By-Law.
h. The application for approval of Site Development Plans No 920SP501A dated 6/08/2018 & 920SP502 dated 28/06/2018 BE APPROVED in terms of Section 98(b) of the Municipal Planning By-Law.
REASONS FOR DECISION
The MPT APPROVED the application for the reasons set out in the Planner’s Report and agreed to amend as follows:
6.1.5 The nature of the proposal is such that it would have a positive effect on the safety, health and well-being of the surrounding community.
Amend the following in the Case Officer’s report:
Paragraph 5.1:
iii The proposed application to utilize the property for a community facility is desirable in terms of Section 99(3) (see paragraphs 5.3 below for clarity on this and the extent of the desirability)
Paragraph 5.5:
a. The development proposal is for the joint development of erven 1057 and 1058 for a community facility (pre-school and day-care facility / clinic / library). The proposed combined size is considered adequate to accommodate a community facility
The remainder area of the site in front of the community facility (along Johannesburg Street) will be utilized as parking area for the community facility with access taken from Johannesburg Street.
Amend Annexure A
2.21 That parking bays 11 to 18 shall be reserved as staff parking
