It be NOTED that an application for a liquor licence received from Kasi Lounge was considered in terms of sub-delegated authority and that the following recommendation was forwarded to the Liquor Authority in terms of the Western Cape Liquor Act, 2008, as amended:
SubCouncil 03 recommends that the application for a Consumption ON Premises Liquor Licence, reference no. LLA1711024, for the business Kasi Lounge NOT BE SUPPORTED for the following reasons:
Ward 4 Councillor;
Councillor Mlulami Ngeyi: NOT SUPPORTED.
I received complains that the patrons of this establishment have verbally and physically abused their neighbours on more than one occasion. Neighbours have to remove vomit, rubbish and beer bottles from the outside of their front entrance, especially on Monday mornings.
The patrons continuously persist to braai and sell alcohol in the park for financial gain and this is not allowed by the body corporate rules of Joshua Park.
I hope that this valuable and progressive objection will be seriously considered.

The applicant had one case of fraud (1946-12-2008 in Hillbrow)which has been withdrawn, two of theft in Edenvale (48-02-2015 guilty), (54-02-2015 guilty 9 months with 5 years suspended), and another case in Edenvale for theft, (279-10-2016 which is currently still running).
I propose that the Liquor board investigate case 279-10-2016 for theft that is currently still running. Attached are the public feedback reports.

Councillor Usula Barends - PR Councillor: NOT SUPPORTED. Section 51 (3) (b) not of a good character.

I do not support the trading hours from 11h00-04h00. This is a new application and it is not within the trading hours of 11h00 – 02h00.
