Ward 21: Old Mutual Drive/Raphael Crescent, Stellenberg (TNDN5017)
That the outcome not to support traffic calming measures at the intersection of Old Mutual Road and Raphael Crescent be noted, however a SITE VISIT be scheduled as the ward councilor indicated that he was aware of an ECD in the vicinity to ensure that all aspects are taken into consideration. The item to again serve on the January 2025 agenda.
B.. Ward 112: Skilpadvlei Road, Nerina (TNDN5075)
(i) That based on an assessment and having considered the City of Cape Town’s Traffic Calming Policy, traffic calming is NOT SUPPORTED along Skilpadvlei Road, Nerina for reasons as stated below.
REASONS FOR NON SUPPORT PROVIDED BY URBAN MOBILITY: AKHONA MASEKO
· Skilpadvlei Way is a Class 5 local street located within a medium density residential area in Durbanville.
· Traffic calming measures should first and foremost be provided to protect the most vulnerable road users where they occur in the largest numbers, specifically in the vicinity of public facilities. The roads adjacent to and leading to schools should therefore be the primary focus of the traffic calming programme.
· Section 7(1) (a), traffic calming measures are permissible on Class 4 and Class 5 roads. Furthermore, traffic calming measures may be implemented at intersections or locations where significant numbers of vulnerable road users cross these roads in a residential area in vicinity of public facilities. It should be noted that traffic calming near public facilities requires additional motivation by considering the potential for pedestrian vehicle conflict, or a proven crash history
· Our assessment indicated that there are no schools or any public amenities along Skilpadvlei Way that may attract significant volumes of vulnerable pedestrian activity directly into the road and therefore pedestrian/vehicle conflict can be considered low on this road.
That for safety reasons, the implementation of a sharp bend sign before the bend as reflected on the map reflected below BE RECOMMENDED, such signage be implemented by the line department with direct liaison with the applicant

C. Ward 103: Ridge Road & Steenbok Road, Langeberg Ridge (TNDN5055)
(i) That based on an assessment and having considered the City of Cape Town’s Traffic Calming Policy, one (1) speed hump BE SUPPORTED.
(ii) That the placement of the proposed speed hump be revised to ensure that the positioning is not in line with the proposed development’s entrance/exit.
That due to budget constraints, the application be placed on the awaiting budget schedule.

RESOLVED
That it BE NOTED that traffic calming along Old Mutual / Raphael is not supported, however, the line department will investigate alternative traffic
calming measures therefore this item BE REMOVED from the MRA schedule, subject to continued enforcement throughout the Subcouncil area.
